<br />"d. All generators of liquid waste shall ensure complete evacuation <br />ofliquid waste when being serviced by all permitted liquid waste <br />transporters and shall ensure that the volume being evacuated <br />is listed on the liquid waste transporter's trip ticket. <br /> <br />"e. No generator of liquid wastes shall fail to report spills involving <br />liquid waste to the City by telephone immediately and clean up <br />and dispose of material immediately by proper means as specified <br />in this paragraph (1). A written report should be reported within <br />three (3) days to the director of utilities, <br /> <br />"(2) No person shall vacuum, flush, or service tanks or traps which <br />contain liquid waste or portable chemical toilet wastes for the <br />purpose of transporting such waste to a site of disposal unless <br />approval has been granted by the City. Prior to any operation in the <br />City, all persons desiring to transport such wastes shall obtain a <br />permit from the City as specified in subsection (c )(2), and are <br />prohibited from transporting hazardous wastes and from co-mingling <br />hazardous waste with liquid waste or portable chemical toilet waste <br />in permitted vehicles, Transporter of liquid waste shall: <br /> <br />"a. Use the manifest system as directed in sections 34-105(h) and <br />34-13 I (c)(6)c. <br /> <br />"b. Use a disposal site that is approved by the EPA, TCEQ, and the <br />City. <br /> <br />"c. Determine the nature of the material to be transported and that the <br />equipment is sufficient to properly remove the entire trap <br />capacity without spillage, leaks, or release of toxic or harmful <br />gases, fumes, liquids, or other substances. <br /> <br />"d, Upon delivery of the waste, the transporter shall inform the <br />disposer of the nature of the waste. <br /> <br />"(3) The method of disposal of liquid waste and portable chemical toilet <br />wastes as well as disposal sites within the City shall be approved and <br />monitored by the City. Disposal sites receiving liquid wastes shall: <br /> <br />"a. Obtain and maintain compliance with all licenses and/or permits <br />required by local, state, or federal law, <br /> <br />"b, Accept waste only from a permitted transporter and sign the trip <br />ticket from the transporter. <br /> <br />"c, Maintain trip ticket copies for a period of five (5) years and make <br />available all records required to be kept for inspection by the city <br />at any reasonable time, <br /> <br />40 <br />
