'i <br /> <br />..'~. ,.. -- _.'- ............... <br /> <br /> <br />is very pleased to respond to the: <br /> <br />REQUEST FOR PROPOSALS FOR A PRODUCTION STUDY OF THE <br />WATER TREATMENT PLANT OF THE CllY OF PARIS, PARIS, TEXAS. <br /> <br />Freese and Nichols, Inc. <br /> <br />The Federal Safe Drinking Water Act (SDWA), the first national regulation to <br />establish uniform standards for all water systems, was enacted in 1974. The SDWA <br />has been highly effective in protecting public health and has evolved to respond to <br />new and emerging threats to safe drinking water. In 1993, a Crytosporidium <br />outbreak in Milwaukee caused: <br /> <br />illness <br /> <br />400,000 people to experience intestinal <br /> <br />~ <br /> <br />More than 4,000 to be hospitalized <br /> <br />~ <br /> <br />At least 50 deaths <br /> <br />There have also been crytosporidosis outbreaks in Nevada, Oregon, and Georgia <br />over the past several years. Amendments to SDWA in 1996 required EPA to develop <br />rules to balance the risks between microbial pathogens (Interim Enhanced Surface <br />Water Treatment Rule-IESwrR) and disinfection byproducts (Disinfection Byproduct <br />Rule-DBPR). These rules strengthen the protection against microbial contaminants, <br />especially Crytosporidium, and reduce potential health risks of disinfection <br />byproducts. <br /> <br />~ <br /> <br />SIMULTANEOUS AND COMPETING REGULATIONS... <br /> <br />The SDW A has promulgated various drinking water regulations which require <br />simultaneous compliance. Some of these competing regulations directly conflict with <br />each other. The EPA has attempted to balance the competing regulations through its <br />microbial-disinfectants/disinfection byproduct (M-DBP) approach.
