<br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
<br />PARIS, TEXAS, ACCEPTING THE PROPOSAL OF ARCmTEXAS FOR
<br />COMPLETION OF AN UPDATED mSTORIC RESOURCE SURVEY OF
<br />THE CITY OF PARIS; AUTHORIZING THE EXECUTION OF A
<br />PROFESSIONAL SERVICES AGREEMENT UNDER THE TERMS AND
<br />CONDITIONS AND IN A FORM APPROVED BY THE CITY ATTORNEY;
<br />MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE
<br />SUBJECT; AND DECLARING AN EFFECTIVE DATE.
<br />
<br />WHEREAS, the City of Paris Historic Preservation Commission had previously
<br />recommended to the City Council of the City of Paris that a grant application be submitted to the
<br />Texas Historical Commission seeking grant assistance to perform an updated survey of historic
<br />resources within the City of Paris; and
<br />
<br />WHEREAS, the City Council of the City of Paris, Paris, Texas, did heretofore, on the
<br />9th day of June, 2003, in Resolution No. 2003-104, authorize an application to the Texas Historic
<br />Commission, Certified Local Government Division, for a Certified Local Government (CLG)
<br />Grant in the amount of $7,500.00 to partially fund an updated survey of historic resources, with
<br />a $5,000.00 cash match to be provided by local resources; and,
<br />
<br />WHEREAS, the City Council of the City of Paris, Paris, Texas, did heretofore, on the
<br />28th day of July, 2003, in Resolution No. 2003-125, authorize an application be made to the Texas
<br />Historical Commission for a Texas Preservation Trust Fund Grant in the amount of $40,000.00
<br />for additional partial funding for said survey, subject to selecting a professional services provider,
<br />and subject to the availability of matching funds, including any matching funds to be provided by
<br />local resources; and,
<br />
<br />WHEREAS, requests for proposals for professional services for the completion of said
<br />survey were received Monday, the 4th day of August, 2003; and,
<br />
<br />WHEREAS, after review of all proposals at its August 5, 2003, meeting, the Historic
<br />Preservation Commission determined the best proposal for such services was made by
<br />ARCHITEXAS, of Dallas, Texas, and it has made a recommendation to the City Council that
<br />ARCHITEXAS should be awarded the contract for the same, subject to the availability of funding
<br />from outside sources; and,
<br />
<br />WHEREAS, the City Manager should be authorized to execute a professional services
<br />agreement with ARCHITEXAS for the completion of said updated survey, under the terms and
<br />conditions and in a form approved by the City Attorney, subject to and only upon the receipt of
<br />sufficient funds from outside sources to defray the cost of such services; NOW, THEREFORE,
