EXHIBIT A
SCOPE OF WORK

1. INTRODUCTION

The Texas Water Development Board (TWDB) shall perform, or
cause to have performed, a hydrographic survey of Lake Crook,
Texas. The purpose of this survey is to collect hydrographic data
when the reservoir is at or above the normal/conservation pool
elevation, and convert this information into area-elevation-volume
table.

2. LOCATION OF SURVEY

Lake Crook is located in Lamar County in east Texas. The dam and
lake are on Pine Creek approximately two miles north of the City of
Paris, Texas. The facility provides water supply for Paris, Texas.
Water-rights owner and operator of Lake Crook is the City of Paris,
Texas. The lake has a surface area of 1,226 acres.

3. SURVEY PLAN, SPECIFICATION, AND ANALYSES

Surface acreages will be based on Digital Orthophoto Quadrangles, if
available. Positioning on the lake surfaces will be establis ed
utilizing Differential Global Positioning System (DGPS) wit an
estimated resolution of three meters or better. Survey dat will be
collected from survey lines spaced at approximately 500 ~ et. These
lines will be followed to the extent possible as permitted b
obstructions. Positioning and sounding data will be colle d and
stored electronically at the rate of one measurement every second, or
an average spacing of twenty (20) feet. The model of the ake
bottoms will be mathematically interpolated between colleqted points
by accepted engineering practices, and will be mathematicjal
estimates of the actual bottoms. .

Analyses of the survey data will include the following deliv rabies: (1)
elevation-area-volume tables, acceptable to the Texas Na ural
Resource Conservation Commission (formerly the Texas ater
Commission), of the reservoirs with definition of 0.1 feet; ( ) bottom
contour maps with definition of 5 feet; and (3) a shaded rei, ef plot of
