Nicholl <br /> <br />practical results <br /> <br />TEXAS HOMELAND SECURITY TASK FORCE CONNECTION <br /> <br />- <br />James R. Nichols, P.E., chairman emeritus of the FNI Board of Directors, has been <br />appointed a deputy director of the Texas Engineers Task Force on Homeland <br />Security. <br /> <br />Gov. Rick Perry formed the Texas Task Force on Homeland <br />Security and named then General Land Office <br />Commissioner David Dewhurst as its chairman. Dewhurst <br />formally requested the assistance of the Texas Society of <br />Professional Engineers (TSPE) in gathering and interpreting <br />technical information that can be utilized in responding to, <br />or preventing, terrorist attacks in Texas. Earnest F. Gloyna, <br />Dr. Eng., P.E., DEE, was appointed to chair the Texas <br />Engineers Task Force on Homeland Security. <br /> <br />"Since given this charge by the TSPE Board of Directors, <br />the leadership team has recruited the most qualified people <br />available," Gloyna said. "These experienced people have the ability to lead, to <br />develop operational policies and to provide effective oversight." <br /> <br />Mr. Nichols serves as deputy director of the Infrastructure Damage and Response <br />Team (Team 3). Using risk-based prioritization of threats from Team 1, Team 3 will <br />develop methods to mitigate security risks affecting publicly and privately owned <br />infrastructures such as transportation, utilities and communications. Team 3 will <br />initially focus on solutions that can be readily implemented and then develop the <br />appropriate damage prevention precautions that can be incorporated into revised <br />building codes. Finally, Team 3 will develop mechanisms for mobilizing resources <br />and conducting damage response in case of a disaster. <br /> <br />Mr. Nichols will be invaluable in coordinating resources in the Emergency <br />Response Plan.
