<br />Paris Business Park <br />Paris, Texas <br /> <br />DEVELOPMENT STANDARDS <br />Paris Economic Development Corporation <br /> <br /> <br /> <br />2.0.0 Development Review Board <br /> <br />2.1.0 Objectives <br /> <br />The DRB has been established to implement these standards, in order to ensure consistent quality and <br />integrity of Paris Business Park. <br /> <br />2.2.0 Costs <br /> <br />Property Owners shall pay any required fee amounts for review and approval processes before the DRB <br />starts its review. These amounts may include the cost ofDRB Consultants, who will be retained by the <br />DRB, with the concurrence of the Owner, to aid in the review. The Owner shalI pay any required fee <br />amounts for plan review and fees for necessary permits issued by the Building Department of the City <br />of Paris. <br /> <br />2.3.0 Duties <br /> <br />The DRB will: <br /> <br />Administer the review, approval and other processes for property improvements within Paris Business <br />Park. <br /> <br />Provide the Owner with copies of the Improvement Submittal Form required in these processes. <br /> <br />Review and approve the Owner's submittals (or provide the Owner with review comments) in a time <br />not to exceed fourteen (14) working days without written notice to the Owner. Exception: in fast track <br />projects the DRB will provide a written response of approval or comments in seven (7) working days. <br /> <br />Establish any fee amounts for review, approval or other procedures. <br /> <br />Provide for the maintenance and repair of common areas, such as landscape elements, park amenities, <br />park entrance signage, etc. <br /> <br />Assist Owners with utility connections. <br /> <br />Be available on a reasonable basis during normal office hours to provide advice and assistance to <br />Owners in achieving compliance with these standards and adherence with procedures, <br /> <br />Authorize in writing any variances to the requirements of these Development Standards. <br /> <br />Recommend to the Board any modifications to these standards it deems necessary due to changes in <br />conditions or building technologies. <br /> <br />Observe the construction of the improvements directly or through the use of Consultants, to determine <br />compliance with these standards. Any failure to identify non-compliance in review of the Owner's <br />submittal or the construction of the improvements does not relieve the Owner of any responsibility for <br />full compliance with these standards. <br /> <br />2.3.1 Membership <br /> <br />The Design Review Board will consist of five (5) members who will each serve a two-year <br />term, with terms staggered so that a maximum of three members will be elected in anyone <br />calendar year. The members of the Design Review Board will consist of the following: <br /> <br />Director of the Paris Economic Development Corporation <br /> <br />One member of the Board of Directors of the Paris Economic Development Corporation <br /> <br />One member of the City of Paris Planning and Zoning staff <br /> <br />Two property owners in Paris Business Park. <br /> <br />When fifty percent of the number of lots in Paris Business Park have been conveyed to <br />owner/occupants, the membership of the DRB shalI be as follows: <br /> <br />President of the Paris Economic Development Corporation <br /> <br />Page 3 of 30 <br /> <br />1/9/03 <br /> <br />Graeber, Simmons & Cowan <br />200209400 <br /> <br />--- --~---- <br />-- --- ---- ---~- <br />
