I do know that I get more <br />negative comments about this department and its lack of concern and unresponsiveness toward local and new business <br />interests. How do other cities our size operate, what works for them, what doesn't? Have our problems been as a result <br />of personnel or the structure? Do we need more engineering expertise or community planning? Is there something in the <br />middle? t know we "get what we pay for", so do we need to re-evaluate that as well? Where is this department going to <br />take us in terms of progress, creativity, fresh approaches, etc., and who is/are the person or persons for these tasks. I <br />understand that the Council did not want to tackle this task last summer, however I think our rationale was <br />based upon the time constraints we were under at that time, as well as personnel issues which have dramatically <br />changed. During the past 90 days, we have lost one code enforcement officer, the building code inspector, the <br />main street coordinator, the community development department head, outsourced the building code process, <br />and reassigned the fire marshal duties (which include fire code work that has also been outsourced). As a result <br />of these "changes" I do not want us to rush into a situation without first looking at any and all options. The <br />contracting with Bureau Veritas, and the possibility of moving the main street director to the PEDC are <br />excellent examples of looking at things "outside the box". I just don't want us to lose this opportunity, as we <br />may never have it again, where personalities and "hurt feelings" do not enter into the decision process. I have <br />visited with several of the other council members and their feelings seem to reflect mine. I would not be upset <br />if we need to move this item to a later council meeting, as long as no action is taken until we all discuss this <br />openly, and yep, it is my fault that we won't have everyone there for the entire meeting Monday, but I missed <br />31~ - e) <br />
