Bureau Veritas Contractor Input Meeting <br />City Counci) Chamber, Apri) 3, 2009 <br />The following questions and comments are from group of approximately 35 local building trades <br />contractors who were invited to attend a 90-minute meeting to solicit their input on the plan review and <br />building inspection services provided by Bureau Veritas. In addition to the contractors, Bureau Veritas <br />inspectors and City staff were present to respond to questions and receive comments. Bureau Veritas (BV) <br />is a third-party inspection service hired by the City of Paris on January 20, 2009, for a 75-day trial period to <br />test the effectiveness, efficiency, and customer service of using a third-party service rather than hiring <br />employees to perform the service. All comments regarding BV's performance, customer service, and <br />professionalism were positive. As detailed in the questions and comments below, the contractors <br />appeared to be primarily concerned with specific code issues and procedures should the City stay with BV <br />as a third-party service. <br />1. Why do we have to have so many copies of building plans for residential? <br />2. If BV becomes permanent inspector will you have an office here? <br />3. Why do we need someone from out of town to inspect - we need someone available in case of <br />emergency. <br />4. No one here to police and enforce the laws. <br />5. To do the job of plumbing inspector you need to be here, hard when you have to call someone to <br />get information. <br />6. Concern is with the economics in the City. Good ol' boy out the window, a good thing, is it more <br />beneficial to have an employee here spending their money here. Economically is it better to have <br />someone who lives here. <br />7. When is the City of Paris going to be responsible for by the same rules (La Quinta)? <br />8. Why is the City not abiding by their own rules? <br />9. Concern about economics, farming out work, 24 hr. period for inspection difficult. <br />10. Utilities when working with the City, will BV inspect these. <br />11. If 1 have a major project several feet of pipe to inspect, will there be a problem getting an <br />inspection, will there be extra people for that job. Can't wait for inspection. <br />12. Everything working pretty good so far with inspections, sometimes there is a delay. <br />13. Will we be fine for doing work after hours in an emergency situation, if we get permit the next day. <br />14. Daing a good job, do you ever check for City or State license. <br />15. Is it really the place of the contractors to watch for licensing, isn't it the responsibility of the City to <br />monitor the contractor and make sure they are licensed. <br />16. I don't want to see us get tunnel vision were the contractor can't leave to get supplies. <br />17. Can a home owner still do there on electrical and plumbing work? <br />18. Can 1 build daughter house as the general contractor? <br />19. What about emergency after hours inspections, can't get inspector on weekend. <br />20. BV calls him right back, what is it going to cost us to bring in additional people. Are there additional <br />fees for more people? <br />21. Two jobs in town, good ol' boy systems have inspector come out, asbestos required, inspector <br />from other town says do it at night. Are we encouraging people to work illegally? (Not BV)? <br />22. Which code book regarding electrical code will we be using? <br />23. Regarding codes, will you put out memos if you are going to enforce something that has not been <br />enforced previously. <br />24.
