AUTOMOBILE BURGLARY & THEFT PREVENTION AUTHORITY <br />PROGRAM NARRATIVE <br />2. Goals and Objectives (See Instructions on page 18) <br />The total vehicle theft in the twelve county coverage area in the 2008 / 2009 grant period was 863. This is a 19% <br />increase from the 701 in the 2007 / 2008 period. We will strive to accomplish the goal of a 5% decrease in the next <br />grant year. I feel that the increase was from more 12-20 year old offenders stealing cars. In Paris we identified <br />three different groups. We were able to make cases on some of the offenders. The same groups are committing <br />the majority of the BMV's in Paris. In 2007 there was approximately 1900 BMV's in our area. This year we had <br />approximately 1395. This was a 22% decrease. We are working with the patrol officers to process the vehicles for <br />what evidence we can obtain. The pawn tickets are checked to develop leads also. We have aired a PSA on the <br />local Paris N station and also get the local papers to print articles to make the public aware of preventative <br />measures. Due to manpower, we are performing more reactive than proactive operations. DPS MVTS cooperation <br />is a very important part of our operations. They assist in all major investigations. <br />These are the tools we use to complete investigations to the end: <br />• Obtain and develop information on vehicles crimes (thefts, UUV, BMV,etc.)and identification of offenders <br />• Interview and interrogate offenders and witnesses <br />• Locate and recover stolen vehicles, parts, etc. <br />• Identify altered vehicles (salvage yard inspections & 68A inspections) <br />• Investigate insurance fraud <br />• Arrest offenders and use the required follow-up for prosecution <br />• Set and appear at hearings to restore the stolen property <br />• Communicate with pawn details to develop possible leads or suspects <br />• Educate the officers and public in ways to prevent vehicle thefts and BMV's <br />• Inspect salvage dealers, repair shops, and vehicle dealers <br />• Assist Tax-Assessors in identifying fraudulent documents <br />• Assist Tax-Assessors in training personnel on proper documentation <br />The Northeast Texas ATTF will continue to do H.E.A.T. programs with VIN etchings when requested. We make <br />public presentations to civic groups and have booths at local fairs and car shows. We have one training class <br />schedule for May. <br />We work with all agencies in our coverage area to combat auto theft and other related crimes. <br />Continuing goals of the Northeast Texas ATTF for next year are: <br />• Strive to continue the reduction of burglary of motor vehicles <br />• Strive for a reduction in the occurrence of auto theft <br />• Continue our efforts at prevention of auto theft and burglary of motor vehicles <br />• Work diligently to present three Auto Theft Recognition training classes <br />• Continue monthly meetings with agencies and prosecutors to determine the types and locations of <br />needed investigations <br />The City Of Paris has the following grant: <br />• Felony Crimes Unit <br />Our officers are trained in cultural diversity, public awareness, and legal updates of all Federal, State, and case <br />laws on a regular basis. <br />ABT~~-~,s14 2 <br />
