Director of <br />Council Date: <br />Engineering, Planning & <br />25 <br />06/08/09 <br />Development <br />RECOMMENDED MOTION: <br />Move to direct staff to proceed with the South Collegiate Drive project with the arterial option with <br />funding to come from a bond election be held in November, and also directing staff to develop a list of <br />additional projects to possibly include in a bond issue. <br />POLICY ISSUE(S): <br />Capitol planning <br />BACKGROUND: <br />The City Council requested that cost estimates for construction, engineering, and surveying be <br />developed so a decision could be made as to how to proceed with the possible reconstruction and <br />expansion of South Collegiate Drive. Hayter Engineering has put together a cost estimate for two types <br />of roadways: (1) a 62-foot wide arterial from Loop 286 going north to Jefferson Road (FM 1507) for an <br />estimated $2,405,500; (2) a 39-foot wide collector roadway, estimated at $1,910,200 (these two <br />estimates are broken down on an enclosed exhibit). A third cost estimate was developed for the section <br />of Collegiate in front of the Civic Center and Sports Complex (Jefferson Road north 1300-feet to the <br />bridge) and estimated to cost $663,600. <br />In conjunction with the South Collegiate project, staff has been working with the Texas Department of <br />Transportation (TxDOT) to realign the Collegiate/Jefferson intersections and make South Collegiate the <br />main north-south thoroughfare (see attachment). TxDOT has a letting deadline of August 2010 for a <br />project to widen Jefferson Road to three lanes starting at the transition point from four lanes to two lanes <br />just west of South Collegiate and going east through the two intersection and ending just east of the <br />Paris High School property on Jefferson Road.
