Paris Economic Development Corporation <br />Board Meeting Minutes <br />January 13, 2009 <br />Board Members <br />Staff Present: Pete Kampfer <br />Present: John Wright <br />Rachel Schory <br />Chad Brown <br />Ez Officio Members <br />Dan Smith <br />Present: Kevin Carruth <br />Dick Severson <br />Pike Burkhart <br />Glen Bawcum <br />Jesse Freelen <br />Kent McIlyar <br />Guests: Kenny Dority <br />Dr. Pam Anglin <br />Edwin Pickle <br />Don Wall <br />Dan Smith called the meeting to order at 4:02 p.m. <br />Minutes from the December 9, 2008 meeting were reviewed and unanimously <br />approved as submitted on a motion by Chad Brown seconded by Dick Severson. <br />The financial reports from November and December were reviewed. It was noted <br />that December reflects expenses for two months as preparation of the November report <br />had been delayed. The reports were unanimously approved on a motion by Glen Bawcum <br />seconded by John Wright. <br />A draft of the audit for FY2007-08 was presented to the board, as prepared by <br />McClanahan and Holmes, CPAs. There is nothing unusual in the audit. It reflects a good <br />cash position, and the Industrial Park is the primary debt. T'he report was unanimously <br />approved as submitted on a motion by Dick Severson, seconded by Chad Brown. <br />Mr. Pete Kampfer presented the Executive Director's report. Mr. Kampfer <br />provided the following updates: <br />• Don Wall, chairman of the Sulphur River RMA, presented an update on RMA <br />activities and transportation issues in the state. Mr. Wall reported that SURRMA <br />has contracted with the engineering firm BWR to prepare pass-through financing <br />applications as well as conduct a comprehensive transportation study of the <br />SURRMA area. Mr. Wall further advised that any new transportation projects <br />will require some local support; TxDOT will not fund 100% of the projects. <br />SURRMA is considering a vehicle registration fee to fund transportation projects <br />in the region. <br />• Mr. Kampfer informed the board of a meeting held in December with Kimberly- <br />Clark, Campbell Soup, Sara Lee, Paris Junior College, PEDC and Workforce <br />Solutions to discuss an industry need-specific electro-mechanical training <br />program. <br />• Mr. Kampfer advised that the community strategic planning discussions have <br />involved community groups including education, healthcare, and the City. <br />r);, " January 13, 2009 <br />n <br />
