<br />The City of Parls Police Department and officials from the County of Lamar participated in the local community planning process that
<br />resulted in the Northeast Texas Regional Community Plan (the Plan). One of the funding priorities in the Plan under Criminal Justice Issues
<br />relates to speciai crimes, such as fraud, racketeering, theft, burglaries, prostitution, and narcotics. It recommends aggressive enforcement
<br />of City, State, and local laws related to these crimes. Additionally, this local project comes at the strong behest of administrators of the
<br />Paris Police Department, Lamar County Sheriff's Office, and Lamar County and District Attorney's Office who painfully recognize the need
<br />for dedicated and more effective investigation of violent crimes. This focus group resolutely and unanimously has made a commitment to
<br />establishing this project and have designated it as priori[y one for the foreseeable future.

<br />Participating law enforcement agencies (Paris Police Department, Lamar County Sheriff's Office, and Lamar County and District Attorney's
<br />Office) will collectively and cooperatively continue the operation of a felony crimes unit (FCU) for specialized investigations targeting felony
<br />crimes against persons. The intent of this (FCU) wili be to decrease the number of violent crimes occurring to Lamar County residents.
<br />These specialized investigatory efforts, coupled with a dedicated prosecutor to handle these specific cases, will result in a safer community,
<br />swifter justice and prosecution of cases, and less opportunity for offenders to commit another offense.
<br />Gooperative Working Agreernent (CWA):
<br />When a grantee intends to carry out a grant project through cooperating or participatiny with one or more outside organizatlons, the
<br />grantee must obtain authorized approval signatures on the cooperative working agreement (CWA) from each participating organization.
<br />Grentees must maintain on fite a signed copy of all cooperetive working agreements, and they must submit to CJD a list of each
<br />partidpating organization and a description of the purpose of each CWA. Cooperatlve working agreements do not involve an exchange of
<br />funds.

<br />PartfCipating law enforcement agencies (Paris Police Department, Lamar County Sheriff's Office, and Lamar County and District Attorney's
<br />Office) wiil collectively and cooperetively continue the operation of a felony crimes unit for specialized investigations targeting felony crimes
<br />against persons. This project will utilize numerous methods and taols to strike at the target audience, normally beginning with intelligence
<br />gathering related to violent crimes. Criminal informants, as well as years of information gathered from the investigation and prosecution of
<br />previous crimes, will assist officers in targeting high-risk individuals. Additionally, crime stoppers information, surveillance, and constant
<br />pressure will result in an overall reduction of crimes this project targets: violent crlmes against Lamar County citizens. The principle method
<br />of investigating and solving violent crimes against persons is reactive in nature. The continued operation of this unit and what is
<br />accomplished will lead to a proactive crackdown on crime, especially as the target audience of repeat offenders becomes aware of stiffer
<br />and swifter penalties. The specialized investigators wiil assist ail county agencfes' criminal investigation divisions (CIDS) in making
<br />connections between felony cases and sharing informatinn. Information shared between cooperative agencies frequently solves challenging
<br />cases. In 2005 alone, two homicides were solved due to !nteiligence gathering within the local law enforcement community - one out of
<br />Tarrant County which exemplifies this pro,iect's willingness to assist wherever the need may arise.

<br />Although the prior grant was for an 18 month period, the City of Paris did not receive funding untii February 2007; therefore, the felony
<br />crimes (FCU) unit has oniy been in operaton for 6 months. Incidents of drug activity, drug transactions, and violent crimes have actually
<br />increased simply due to the existence of the FCU because more resources are now devoted to investigating this type of activity.

<br />Assaults, sexual assaults, and homicides overburden the Iimited manpower of law enforcement officers in Lamar County. Local financial
<br />resources and manpower are inadequate for effectively carrying out justice and often leads to cases remaining unsoived or un-prosecuted
<br />efficiently. The City of Paris has been ranked among the top 100 most violent crime cities in the United States. Thirty-four (34) percent of
<br />felony crimes in the project area were violent in nature in 2005 while the overall Texas rate was 11% the previous year. Six homicides
<br />awaited further investigation or prosecution in 2005 while other violent crimes burdened as follows: 43 robberies and 1,407 assaults. This
<br />project will decrease the number of violent crimes occurring to Lamar County residents while creating a better quality of life for residents.
<br />The target for this project is anyone who chooses to commit a violent offense against another person. The project intends to cooperatively
<br />investigate the more than 1,000 violent felony offenses and the anticipated increase of said by util(zing this grant funding in an effort with
<br />both the Paris Police Department, the Lamar County Sheriff's Office, and the Lamar County District Attorney and other agencies to initiate
<br />the reduction in violent criminal activity in Paris and Lamar County, Texas. Investigators will make use of every available crime fighting
<br />method to ultimately create a proactive crackdown against violent crime. This grant shall enable our law enforcement agencies to
<br />cooperatively act as a significant deterrant as the target audience of repeat offenders becomes aware of stiffer and swifter penalties.
