Analysis of the Data <br />The first chart depicts the percentages of people cited by race including Whites, African- <br />Americans, and Hispanics.' White drivers constituted 71.44 percent of all drivers cited, whereas <br />Whites constituted 70.79 percent of the city population and 80.65 percent of the county <br />population.2 The chart shows that White drivers were cited at a rate that is nearly identical to the <br />percentage of Whites in the city population and lower than the percentage of Whites in the <br />county population. African-American drivers constituted 26.48 percent of all drivers cited, <br />whereas African-Americans constituted 22.26 percent of the city population and 13.47 percent of <br />the county population. African-American drivers were cited at a rate that is slightly higher than <br />the percentage of African-Americans found in the city population. African-American citation <br />rates were also higher than the percentage of African-Americans in the county population. <br />Hispanic drivers constituted 1.86 percent of all drivers cited, whereas Hispanics constituted 4.12 <br />percent of the city population and 3.33 percent of the county population. The law dictates that police agencies compile aggregate- <br />level data regarding the rates at which agencies collectively stop motorists in terms of their <br />race/ethnicity.
