Independent Audit

The City Charter requires an annual audit to be made of the accounts, financial records, and transactions of all administrative
departments of the City by a certified public accountant selected by the City Council. The requirement has been complied
with, and the Independent Auditors' Report has been included in this report.

Awards

The Government Finance Offi ers Association of the United States and Canada (GFOA) awarded a Certificate of Achievement
for Excellence in Financial Reporting to the City of Paris for its comprehensive annual financial report (CAFR) for the fiscal
year ended September 30, 200 3. The Certificate of Achievement is a prestigious national award recognizing conformance with
the highest standards for preparation of state and local government financial reports.

In order to be awarded a Certificate of Achievement, a government unit must publish an easily readable and efficiently
organized comprehensive annual financial report, whose contents conform to program standards. The CAFR must satisfy both
generally accepted accounting principles and applicable legal requirements.

A Certificate of Achievement s valid for a period of one year only. We believe our current report continues to conform to the
Certificate of Achievement program. requirements, and we are submitting it to GFOA.

Acknowledgments

The preparation of this report could not have been accomplished without the full support and efficient and dedicated efforts of
the entire staff of the Finance Department and the competent services of the independent auditors, McClanahan and Holmes,
LLP, CPAs. I express my appreciation to all members of the Finance Department who assisted and contributed to the
completion of this report and to all City departments involved in the preparation of information for this report. In addition, I
express my appreciation tot Mayor, City Council, and City Manager for their continuing interest and support in planning
and conducting the financial affairs of the City in a responsible and progressive manner.

Respectfully submitted,

, , 2 . 0",,

W. E. Anderson
Director of Finance

1-6
