Article 7. Lobbyist <br />Section 7.1. Purpose. For the purpose of minimizing the risk of improper <br />same time recognizing that not all forms of lobbying are improper, the folloN <br />Section 7.2. Registration Requirements. <br />(a) Lobbying, except as provided below, means any oral or writt <br />(including an electronic communication) to a city official, made directly or indi <br />working for pay or profit for any third party in an effort to influence or persuad <br />or oppose, recommend or not recommend, vote for or against, or take or refra <br />action on any municipal question.
