2. Comply with the Law - Members shall comply with the laws f the n tion, the <br />State of North Carolina and the Town of Wendell in the pe rmanc of their <br />public duties. These laws include, but aze not limited to: the nited S tes and <br />North Carolina constitutions; the Wendell town charter; Ia s pert ning to <br />conflicts of intecest, election campaigns, financial discl sures, mployer <br />responsibilities, and open processes of government; and to ord' ces and <br />policies. <br />3. Conduct of Members - The professiozaal and personal conduct f inem rs must <br />be above reproach and avoid even the appearance of impropriety Memb rs shall <br />refrain from abusive conduct, personal charges or verbal a acks on the <br />character or motives of other members of boards and commiss ons, th staff or <br />public. <br />4. Respect for Process - Members shall perform their duties in acc rdance ith the <br />processes and rules of order established by the Wendell Board of mmissi ers and <br />advisory boazds / commissions governing the deliberation o public policy <br />issues, meaningful involvement of the public, and impleme tion policy <br />decisions of the town board of commissioners by the town sta.ff. <br />5. Conduct of Public Meetings - Members shall prepare thems lves fo public <br />issues; listen courteously and attentively to a11 public discussions efore t e body; <br />and focus on the business at hand. They shall refrain from i terrupti g other <br />speakers; making personaI comments not germane to the busines of the ody; or <br />otherwise interfering with the orderly conduct of ineetings. <br />6. Decisions Based on Merit - Members shall base their decisions n the m rits and <br />substance of the matter at hand, rather than on unrelated consideratio . <br />7. Communicatioa - Members shall publicly share substantive i rmatio that is <br />relevant to a matter under consideration by the board or commis ion, w h they <br />may have received from sources outside of the public decision- ' g proce. <br />8. Contlict of Interest - In order to assure their independence an <br />impart ' <br />ity on <br />behalf of the common good, members shall not use their offi <br />ial posi <br />ions to <br />influence government decisions in which they have a material <br />nancial <br />nterest <br />or where they have an organizational responsibiiity or personal rel <br />tionshi <br />which <br />may create a conflict of interest or which give the appearance of a co <br />ict of <br />terest. <br />As may be related to matters before them, members shall discl <br />se inve <br />ents, <br />interests in real property, sources of income, and gifts; and they s <br />1 abs <br />n from <br />participating in deliberations and decision-making where conflicts <br />y exist. <br />9. Gifts and Favors - Members shail not take any special advanta e of se ices or <br />opportunities for personal gain, by virtue of their public office tha is not a ailable <br />to the public in general. They shall refrain from accepting any gifts, f ors or <br />promises of future benefzts which might connpromise their i depend nce of <br />judgment or action or give the appearance of being compromised. <br />198 <br />
