(a) Public servants of the City shall not participate in a vote or deci <br />have a direct substantial financial interest. Ownership in an amount in excess o <br />of an entity or property shall constitute substantial interest. Where members <br />have a substantial interest in business or in real property which is affected t <br />council action and where any conflict of interest may arise they shall file an affi <br />provided by the city secretary prior to the vote and abstain from voting on suc <br />;ion in <br />one <br />f the <br />- an <br />ich they <br />;nt (1 <br />council <br />sed city <br />(b) No officer or employee of the City shall have a financial interes <br />direct <br />or by reason of ownership of stock in a corporation, in a contract with the Ci <br />, or be <br />interested direetly or indirectly in the sale to the City of land, materials, supplie <br />or ser <br />on behalf of the City as an officer or employee; provided, however, that th <br />provi; <br />section shall only be applicable when the stock owned by the officer or employe <br />excee, <br />percent of the total capital stock of the corporation.
