166 GENERAL SPECIFICATIONS <br />167 <br />168 Section 1- GRANT <br />169 The Contractor (hereinafter all references to Contractor shall mean the successful proposer who <br />170 submits a proposal pursuant to this Request for Proposal) shall: <br />171 <br />172 1. Be the sole provider of solid waste disposal services through the provision of a landfill <br />173 for use by the City's chosen Solid Waste Collection company, such services does not <br />174 include the actual collection of solid waste on behalf of the City which will be procured <br />175 by a separate agreement, for a term of ten (10) years beginning on April l, 2011 with an <br />176 option to renew for an additional ten (10) year period, subject to each and all of the terms, <br />177 conditions and covenants, whether expressed, implied or embodied by reference, set forth <br />178 and contained herein. <br />179 <br />180 2. Be the sole provider of residential solid waste collection services-(such services does not <br />181 include the disposal of solid waste on behalf of the City, which will be procured by a <br />182 separate agreement) for a term of ten (10) years beginning on negotiated date no later <br />183 than August 31, 2011, with an option to renew for an additional ten (10) year period, <br />184 subject to each and all of the terms, canditions and covenants, whether expressed, implied <br />iss or embodied by reference, set forth and contained herein. <br />186 <br />187 Section 2 - DEFINITIONS <br />188 Bags: Plastic sacks designed to store refuse wiih sufficient wall strength to maintain physical <br />189 integrity when lifted by the top. Total weight of a bag and its content shall not exceed 30 pounds <br />190 in weight. <br />191 <br />192 Brush: Tree trimmings, lawn trimmings, weeds, hedge trimmings and trees not to exceed <br />193 eighteen (18) inches in diameter, cut in lengths not to exceed six (6) feet and securely bundled in <br />194 sizes not exceeding fifty (50) pounds. <br />195 <br />196 Bulky Waste: Stoves, refrigerators (certified as having the properly refrigerant removed), <br />197 washing machines, furniture and other waste materials other than construction debris, dead <br />198 animals, hazardous waste or stable matter with weights or volumes greater than those allowed for <br />199 containers or bins, as the case may be. <br />200 <br />201 Bundle: Newspapers and magazines securely tied together forming an easily handled package <br />202 not exceeding four feet in length nor exceeding 30 pounds in weight. <br />203 <br />204 Citv: The City of Paris, Texas. <br />205 <br />206 Construction Debris: Waste building materials resulting from construction, remodeling, repair or <br />207 demolition operations. <br />208 <br />209 Container: A plastic bag not to exceed 55 gallons or 50 pounds. <br />210 <br />Specifications for Solid Waste Disposal Landtill Facility and Residential Solid Waste Collection Page 5 <br />1- 190 <br />
