Consideration of and action on the.following Certificate of Appropriateness: <br /> <br /> A. 222 Clarksville Street - Janet Green, property owner presented petition. <br /> Chainnan Starrett stated he would like to make two clarifications on information that he <br /> may have led Ms. Green to believe, first the ordinance that created this commission states <br /> that this commission makes its decisions based on the secretary of interior standards <br /> which are federal standards, and the commission works off of local ordinances not federal <br /> law; second this building is a contributing building, any building that is over fifty years <br /> old is contributing. Ms. Green stated they had planned to have the door on the west side <br /> of the building, however, after contractors came out and looked at the building it was <br /> determined there would be a three and a half foot drop and with the turning radius <br /> required we would not be able to put the door there. The east side door would be too <br /> close to the light and the city would not allow the door. The north side would poses the <br /> the same problem as the east side door. Ms. Green further stated this door is needed due <br /> to the safety issue of having employees trying to estimate cars parked in front of the <br /> building with heavy traffic going by and customers trying to back out into heavy traffic. <br /> The door would allow customers to pull in, have an attendant take the car, do the <br /> estimate and turn the car around for a safer exit. Ms. Green stated until an engineer <br /> comes out they will not know how many grids will have to be removed from the brick <br /> work on the front of the building. Chainnan Starrett asked have you talked to a brick <br /> mason to see if you could trim the door out with some of the brick that has been <br /> removed. Ms. Green stated no, they are waiting for the engineers recommendations. The <br /> doors proposed size would be twenty foot wide by nine foot high. Ben Vaughan stated <br /> an inset may help keep the door right off the roadway and soften the appearance from the <br /> outside. Paul Denney asked can we approve the petition on the condition that the <br /> property owners come back to the commission for approval of the door construction. <br /> Chairman Starrett stated no, once the commission approves the COA it allows the <br /> installation of the door. <br /> <br /> Motion was made by Paul Denney, seconded by Susan Scholz to approve the COA <br /> conditioned on the trim or the brick work that would surround the proposed door be <br /> designed in a manner that would be compatible to the current styling of that brick wall <br /> and that any residual brick left over from the demolition of the wall be held in salvage in <br /> the event or in the future someone might want to reinstall the wall. Motion carried 6-0. <br /> <br /> 4. Discussion and committee appointment concerning the 2010 Visionaries Award. <br /> <br /> Commission appointed Ben Vaughan, Douglas Cox and Matt Coyle as the sub-committee <br /> to nominate the 2010 Visionaries Award recipient. Sub-committee to present findings at <br /> next board meeting on October 13th. <br /> <br /> 5. Future agenda items.
