Paris Public Library Advisory Board <br />October 20, 2010 <br />Minutes <br />The Paris Public Library Advisory Board met at 4 p.m., Wednesday, October 20, 2010, in the Library Gallery. <br />Chairman Bill Kennedy called the meeting to order. Members in attendance were Hilda Mallory, Debbie <br />Anderson, Deborah Hatley, Linda Vandiver, and Audrey Lakes. Library Director Priscilla McAnally was also <br />present. <br />Minutes from the previous meeting were approved as printed. <br />At the last meeting, the Board asked Chairman Kennedy to inform Ms. Lakes that she was being removed from <br />the Board due to excessive absences in violation of the Board bylaws. Ms. Lakes contacted Board members via <br />letter and cited her attendance record prior to November 2009 and her donations and support of library <br />programs. While the Board expressed its appreciation for her support, the unanimous opinion was that ten <br />absences in the space of one year was a clear violation of the bylaws and Ms. Lakes service on the Board was <br />terminated. <br />The Board agreed to amend the bylaws absence policy to correspond with the policy followed by other City <br />boards and commissions. The current policy specifies that if a member misses 3 consecutive or 50% of the <br />meetings, he/she may be removed. The new policy will read: "If any member of the Board misses 25% of the <br />meetings over a 12 month period without due cause shown by notifying the Chairperson or Library Director by <br />letter, phone, or facsimile; he/she may be removed from the Boazd by a majority of the members voting at a <br />regularly scheduled meeting of the Board. If such an action is approved by the Board, the Chairperson will <br />advise the member of the same." <br />There was nothing unusual in the budget report. The statistical report for the year showed a slight decrease in <br />circulation but an increase in library visits. <br />The Director and the City Manager are working on an anti-theft ordinance so that the library will have some <br />legal recourse when items are not returned over an extended period of time. <br />There being no further business on the agenda, the meeting was adjourned. <br />Submitted by Debbie Anderson, Secretary <br />19 <br />
