PEDC Board Meeting Minutes <br />October 19, 2010 <br />1. Research, identify and validate Paris, Texas retail trade area market and retail potential; <br />2. Provide bound market and trade area information and opportunity gap (retail leakage) report; <br />3. Recommendations will be provided as to how trade area and other research data can be used to <br />enhance business retention and expansion and industrial recruiting efforts; <br />4. Prepare one page marketing piece with Paris market highlights to target developers and <br />retailers. Provide targeted developers and retailers with a separate preliminary trade area map <br />and other PEDC marketing collateral materials; <br />5. Consult with EDC and City staff and/or any designated official(s) to identify target retail <br />businesses that will meet the needs of the city (from leakage data); <br />6. Provide monthly updates to PEDC Executive Director as the designated contact; <br />7. Represent Paris at November ICSC show in Grapevine, Texas. <br />The cost of the above scope of work is $16,000 which includes travel costs. $5,000 will be paid <br />upon executing the agreement. Four monthly payments of $2,750 for October, November, December, <br />with January payment due upon delivery of final report. <br />Steve stated that he met Mr. Hayes a number of years back when they were both working in the <br />northeast part of Oklahoma. Steve knows Mr. Hayes' experience and relationships with retailers that will <br />benefit the Paris community. Steve also mentioned the Buxton study and what value is it today? What <br />Steve would like the Board to consider is the revised the engagement of Phase I(as listed above). Bring <br />the updated data and report to the Board in January, 2011. <br />Rickey Hayes, President, Retail Attractions, told those present that he lived in Paris, Texas for over <br />45 years. He served as a Paris Police Officer from 1980 to 1998. In 2002 he met Steve Gilbert in Tulsa, <br />Oklahoma. He too thinks Steve is a great fit for the Paris community. The retail site location process takes <br />approximately 36 months. Once he gathers the data, then he will begin to match companies within that <br />scope and form a relationship with them to consider Paris, Texas as a place to do business. <br />Doug Wehrman made the motion to approve Phase I for a total amount of $16,000 to Retail <br />Attractions; seconded by Dan Smith. Motion carried. <br />The Board convened into executive session at 6:03 p.m. pursuant to Section 551.087 and Section <br />551.072 of the Texas Government Code to discuss and deliberate on the following: <br />A. Section 551.087 - Economic Development Negotiations <br />B. Section 551.072 - Real Property <br />Executive session ended at 6:10 p.m. There was no action taken as a result of executive session. <br />Chad Brown made a motion to adjourn at 6:10 p.m.; seconded by Doug Wehrman.
