withstanding anything to the contrary herein, all other Contract terms are subject to the <br />amendment process in the 2009 HOME Rules (10 TAC §53.74). <br />SECTION III. MATCH <br />1. Match Requirement. Administrator wi11 provide eligible match funds in the total amolint of <br />EIGHTEEN THOUSAND AND NO/100 DOLLARS ($18,000.00), as specified in its <br />HOME Application, or other eligible match as approved by Department. <br />2. Match Support and Reporting. Match funds must be reported on a pro-rata basis based on <br />disbursements. Support documentation evidencing the match contribution must be submitted <br />by Administrator upon request for disbursement of funds for each project assisted, in <br />accordance with 24 C.F.R. Part 92, the Department's HOME Rule, HOME Program Match <br />Guide, CPD Notice 97-03 HOME Match Guidance and HOME Program Manual. <br />SECTION N. ADMINISTRATION <br />Administrator may expend funds provided under this contract far reasonable administrative and <br />planning costs incurred directly related to this contract, in accordance with Sections 3, 4, and 5 <br />of this contract and 24 C.F.R §92.207, and as follows: <br />1. Administrative Funds Amount. Administrative fimds may not exceed four percent (4%) of <br />the total amotmt of project funds received under this contract or TWELVE THOUSAND <br />AND NO/100 DOLLARS ($12,000.00). <br />2. Costs Incurred Prior to the Contract. Before the effective the of the HOME Contract, the <br />Contract Administrator may incur and be reimbursed for travel costs, as provided for with <br />Administrative funds, related to mandatory implementation training required by the <br />Department as a condition of receiving a HOME award and Contract. <br />3. Disbursement of Administrative Funds. Administrator shall be allowed to draw up to ten <br />percent (10%) of the actual ailowable administrative costs, including eligible pre-award <br />costs, incurred at the initial stage of the Contract, with the remaining ninety percent (90%) <br />funded on a pro-rata basis, based on project fimd disbursements. <br />SECTION V. HOMEBUYER COUNSELING PROGRAM <br />Administrator must provide a Homebuyer Counseling Program to all homebuyers assisted under <br />this contract. The local Homebtryer Counseling Program may include, but is not limited to, <br />financial management, homebuyer purchase process such as, preparing for homeownership, <br />shopping for a home, obtaining a martgage, loan closing, post purchase counseling and <br />foreclosure prevention. Administrator shall mailltain a file containing all activity relating to <br />efforts made to guide recipients toward homeownership. <br />HOME Contract#1001224 <br />Page 19 of 21 <br />
