These additional fees include additional <br />manpower, after hours calls, hazardous material calls, additional tow truck costs, extensive <br />clean-up at accident scenes, inclement weather costs and many more too numerous to <br />mention. Almost all wrecker fee schedules posted on the TDLR web site have a disclaimer <br />that the wrecker service reserves the right to discount any service. <br />It is only fair to note that some of these cities are either close to larger population centers <br />or have a major highway or interstate in or close to the city. This means more volume <br />which can also contribute to lower fees. <br />In reading a 2008 research fee study commissioned by the TDLR, it was noted that wrecker <br />services would usually lose money when it came to heavy duty tows. The very expensive <br />equipment to handle heavy duty towing usually sits idle due to the limited need of heavy <br />duty tows. <br />I also noticed in the report that 70% of complaints about outrageous wrecker fees reported <br />to TDLR are from insurance companies. I would say 98% of the complaints about towing <br />fees I have received are from insurance adjusters. <br />From this study of fees, I propose the following for our ordinance: <br />Maximum for light duty tows: $120.00 <br />Maximum for LD accidents: $170.00 <br />Maximum for medium duty tows: $150.00 <br />- 8~J <br />
