AUTOMOBILE BURGLARY & THEFT PREVENTION AUTHORITY PROGRAM NARRATIVE 1. Problem Statement and Historical Information (See Instructions on page 17) The Northeast Texas Auto Theft Task Force was first funded by the Texas Automobile Burglary Theft Prevention Authority in 1994. The Texas Department of Public Safety Motor Vehicle Theft Service had the only full-time motor vehicle theft investigators in the northeast Texas area. The Texas Department of Public safety had two sergeants assigned to our area at that time. Today they have three. According to the 2010 U.S. Census, the population in our coverage area is approximately 500,000. The Northeast Texas Auto Theft Task Force consists of two officers, a Senior Detective and an Investigator. One hundred percent of the officers' time is used to investigate motor vehicle crimes. In 2009 to 2010 we saw an approximate 12% increase in motor vehicle theft for our coverage area. The Northeast Texas ATTF works closely with all agencies in the coverage area. We assist all agencies that request our help. This is figure is based on the increase in motor vehicle theft for the 2009 to 2010 reporting period. We have identified several small groups in our area that are committing the BMV's. In January 2011 we arrested a ring of (4) individuals that had committed (12) twelve burglaries of auto in one night. All individuals have been arrested and sentenced to jail time. December and January, 2009-10 were the biggest months for BMV's in Paris. Trailer and tractor theft have become a problem in our coverage area. It is my belief that a large percentage of vehicle thefts and burglary of motor vehicles in our coverage area is connected to our drug users. Coverage area: Bowie, Camp, Delta, Fannin, Franklin, Grayson, Hopkins, Hunt, Lamar, Morris, Red River, and Titus Counties. ABTPA-24 128
