<br /> AUTOMOBILE BURGLARY & THEFT PREVENTION AUTHORITY <br /> <br /> <br /> <br /> PROGRAM NARRATIVE <br /> <br /> <br /> 2. Goals and Objectives (See Instructions on page 18) <br /> <br /> The total vehicle theft in the twelve county coverage area in 2009 was <br /> <br /> 863. This is a 19% increase from the 701 in 2008. We will strive to <br /> accomplish the goal of a 3% decrease in the next grant year. In the <br /> <br /> past year we have seen several vehicles stolen with the keys left <br /> inside the vehicle. We plan to increase the public awareness for <br /> <br /> "Watch Your Car" to hopefully combat this trend. In January 2010 we <br /> arrested (4) four offenders that had committed multiple burglaries of <br /> <br /> vehicles and their arrest and conviction led to an immediate reduction <br /> of burglary of vehicles in the Paris area. In 2008 there was <br /> approximately 1395 BMV's in our area. We are working with the patrol <br /> <br /> officers to process the vehicles for what evidence we can obtain. The <br /> pawn tickets are checked to develop leads also and LEADS ON LINE has <br /> <br /> become a valuable tool in the recovery of property stolen from <br /> Burglary Motor Vehicles. <br /> <br /> <br /> We have aired a PSA on the local Paris TV station and have had some <br /> <br /> success in getting the local newspapers to print several articles in <br /> an effort to increase the public awareness of various preventative <br /> <br /> measures. Due to our current manpower shortage, we are performing more <br /> reactive than proactive operations. Due to the complete turnover of <br /> <br /> all Task Force Personnel and the loss of those Officers experience we <br /> expect to see a decrease in our productivity until the new personnel <br /> are trained and their experience level increases. <br /> <br /> <br /> <br /> These are the tools we use to complete investigations to the end: <br /> <br /> • Obtain and develop information on vehicles crimes (thefts, UUV, <br /> BMV, etc.)and identification of offenders <br /> • Interview and interrogate offenders and witnesses <br /> • Locate and recover stolen vehicles, parts, etc.(LEADS ON LINE) <br /> • Identify altered vehicles (salvage yard inspections & 68A <br /> inspections) <br /> <br /> ABTPA-28 <br /> - 1 13$2 <br />
