AUTOMOBILE BURGLARY & THEFT PREVENTION AUTHORITY PROGRAM NARRATIVE 2. Goals and Objectives (See Instructions on page 18) The total vehicle theft in the twelve county coverage area in 2009 was 863. This is a 19% increase from the 701 in 2008. We will strive to accomplish the goal of a 3% decrease in the next grant year. In the past year we have seen several vehicles stolen with the keys left inside the vehicle. We plan to increase the public awareness for "Watch Your Car" to hopefully combat this trend. In January 2010 we arrested (4) four offenders that had committed multiple burglaries of vehicles and their arrest and conviction led to an immediate reduction of burglary of vehicles in the Paris area. In 2008 there was approximately 1395 BMV's in our area. We are working with the patrol officers to process the vehicles for what evidence we can obtain. The pawn tickets are checked to develop leads also and LEADS ON LINE has become a valuable tool in the recovery of property stolen from Burglary Motor Vehicles. We have aired a PSA on the local Paris TV station and have had some success in getting the local newspapers to print several articles in an effort to increase the public awareness of various preventative measures. Due to our current manpower shortage, we are performing more reactive than proactive operations. Due to the complete turnover of all Task Force Personnel and the loss of those Officers experience we expect to see a decrease in our productivity until the new personnel are trained and their experience level increases. These are the tools we use to complete investigations to the end: • Obtain and develop information on vehicles crimes (thefts, UUV, BMV, etc.)and identification of offenders • Interview and interrogate offenders and witnesses • Locate and recover stolen vehicles, parts, etc.(LEADS ON LINE) • Identify altered vehicles (salvage yard inspections & 68A inspections) ABTPA-28 - 1 13$2
