AUTOMOBILE BURGLARY $ THEFT PREVENTION AUTHORITY <br />PROGRAM NARRATIVE <br />2. Goals and Objectives (See instructions on page 18) <br />The total vehicle theft in the twelve county coverage area in 2009 was <br />863. This is a 19% increase from the 701 in 2008. We will strive to <br />accomplish the goal of a 3% decrease in the next grant year. In the <br />past year we have seen several vehicles stolen with the keys left <br />inside the vehicle. We plan to increase the public awareness for <br />"Watch Your Car" to hopefully combat this trend. In January 2010 we <br />arrested (4) four offenders that had committed multiple burglaries of <br />vehicles and their arrest and conviction led to an immediate reduction <br />of burglary of vehicles in the Paris area. In 2008 there was <br />approximately 1395 BMV's in our area. We are working with the patrol <br />officers to process the vehicles for what evidence we can obtain. The <br />pawn tickets are checked to develop leads also and LEADS ON LINE has <br />become a valuable tool in the recovery of property stolen from <br />Burglary Motor Vehicles. <br />We have aired a PSA on the local Paris TV station and have had some <br />success in getting the local newspapers to print several articles in <br />an effort to increase the public awareness of various preventative <br />measures. Due to our current manpower shortage, we are performing more <br />reactive than proactive operations. Due to the complete turnover of <br />all Task Force Personnel and the loss of those Officers experience we <br />expect to see a decrease in our productivity until the new personnel <br />are trained and their experience level increases. <br />These are the tools we use to complete investigations to the end: <br />• Obtain and develop information on vehicles crimes (thefts, UUV, <br />BMV, etc.)and identification of offenders <br />• Interview and interrogate offenders and witnesses <br />• Locate and recover stolen vehicles, parts, etc.(LEADS ON LINE) <br />• Identify altered vehicles (salvage yard inspections & 68A <br />inspections) <br />ABTPA-28 <br />
