Presentation on an Airport Master Plan for Cox Field. <br /> <br /> Matt Quick of Coffinan Associates presented the City Council with the proposed Airport <br /> Master Plan for Cox Field. He briefly explained the Master Plan Project work flow, existing <br /> airfield facilities, existing landside facilities, forecast summary, short term development staging, <br /> capital improvement program, intermediate term development staging, and long term <br /> development staging. Mr. Quick also said that the total project cost for the short term program <br /> was $4,788,000; the total cost for the intermediate term program was $5,014,300; and the total <br /> cost for the long term program was $13,357,400. <br /> <br /> 13. Second reading, deliberate, and possibly act on AN ORDINANCE OF THE CITY <br /> COUNCIL OF THE CITY OF PARIS, TEXAS; AMENDING CHAPTER 24, ARTICLE <br /> II SPECIAL EVENTS OF THE CODE OF ORDINANCES OF THE CITY OF PARIS, <br /> AND AMENDING CHAPTER 3 ALCOHOLIC BEVERAGES OF THE CODE OF <br /> ORDINANCES OF THE CITY OF PARIS TO PROVIDE NEW RULES AND <br /> REGULATIONS FOR THE SALE AND CONSUMPTION OF ALCOHOLIC <br /> BEVERAGES AT AN EVENT REQUIRING A SPECIAL EVENTS PERMIT; <br /> MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; <br /> PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS <br /> CLAUSE, A PENALTY CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE. <br /> <br /> Mayor Biard said he had asked that this item be brought forward in order to allow alcohol <br /> sales at the Civic Center, and the Fairgounds for special events. Council Member Pickle asked <br /> that the Airport be included. Several Council Members thought it would attract tourism by <br /> having additional events. Several Council Members expressed dissatisfaction of having alcohol <br /> sales where families gathered. Airport Advisory Board Chairman Jack Ashmore said that the <br /> Board did not want alcohol sales at the airport citing security reasons. After a lengthy <br /> discussion, it was a consensus of City Council to not allow alcohol sales on public property, with <br /> the exception of the Fairgrounds, the Paris Rodeo Arena, and the Love Civic Center. Mayor <br /> Biard said that any organization planning to have an event at one of these public places, would <br /> still be required to meet the requirements according to State Law and/or any permits required by <br /> the City. <br /> <br /> 14. Deliberate and possibly act on RESOLUTION NO. 2011-037: A RESOLUTION OF <br /> THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AWARDING A TEN <br /> YEAR LANDFILL SERVICES AND RELATED WASTE SERVICES AGREEMENT <br /> TO SANITATION SOLUTIONS, INC.; AUTHORIZING THE MAYOR TO EXECUTE <br /> ALL NECESSARY DOCUMENTS; MAKING OTHER FINDINGS AND <br /> PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE <br /> DATE. <br /> <br /> A Motion to approve this item was made by Council Member Brown and seconded by <br /> Council Member McCarthy. Motion carried, 6 ayes - l nay, with Council Member Jason Rogers <br /> casting the dissenting vote. <br /> <br /> <br /> <br /> <br /> 7 <br />
