Paris Economic Development Corporation (PEDC) <br />Request for Proposals (RFP) <br />City of Paris, Texas Development Services Comprehensive Review <br />August 2010 <br />Rescarch and develop best practiccs and capabilities for thcsc functions to bc delivered in a dynamic and <br />customer-oriented environment. <br />Recommend work process redesign, iuternal restructuring witlliri and across existing departments, <br />divisions, work units, etc., to include related Boards and Commissions. <br />Review, analyze and recommend specific actions to enhance management and operationa( processes <br />resulting in higher quality, more efficient delivery of services. <br />Develop business processes that compliment the use of technology and software tools to inerease <br />efficiency, effectiveness and customer responsiveness. <br />Develop specific perfomiance indicators and reporting mechanisms to measure quality, quantity and <br />efficiency/effectiveness of service delivery. <br />Conduct any necessary fieldwork to gather the data needed to perform the evaluation of the efficiency <br />and effectiveness for the assigned project, including: <br />a. Personal interviews. <br />b. Review of documentation. <br />c. Review of policies, principles and procedures. <br />d. Observance of operations and/or survey questionnaires. <br />c. Companng and contrasting the data with any availahle benchmarks for similar operation or <br />functions. <br />f. If no benchmarks are available, consultant will perform surveys of other similar sized municipal <br />govcrnmcnts to develop comparison data. <br />g. Identify current organizational structures and best practices of the various functions, divrsions, <br />departments, Boards and Commissions identified. <br />Provide PEDC and the City of Paris with a draft copy of the initial findinbs for review and commend <br />prior to issuance of final report. <br />10. Appear at PEDG and City Council meetings to present and explain methodologies, analyses, conclusions <br />and recommendations to achieve the following goals: <br />a. Improve customer service and communication. <br />b. Eliminate redundancy. <br />c. Inerease work productivity/capacity. <br />d. lmprovc response times. <br />e. Create streamlining opportunities. <br />f. Address issues/problems resulting from interviews, surveys and data gathering. <br />g. A detailed illustration or flowchart of the existing processes (as-is) and a revised illustration or <br />flowchart of the reconlmended process (to-be). <br />h. Specific actions required to transform the processes from "as-is" to "to-be" <br />Rccommendation <br />1.This process viust be cooperative and collaborative. PEDC cannot force the City to participate, nruch less <br />implement changes based on recommendations of the consultant. <br />- 40 <br />
