Paris and the Red River Region <br />Sustainabie Manufacturina Road Map & Initiafive <br />Analysis, Assessment, and Impiementation of A Rural <br />Innovation Strategy for Economic Competitiveness <br />Prepared for <br />Paris Economic Development Corporation <br />~ Regia <br />~I MbM I <br />Phase 'I Project Leadership Advisory Team Formation <br />To ensure the success af this ambitious and prafaundly transformative agenda in Paris and the Red <br />River Aegion, we encourage the PEDC to form a'regional' Project Advisary Team comprised of 10-12 <br />leaders that `get it' relative to the apportuni2y and potential far a Sustainable Manufacturing Initiative. <br />This Project Advisory Team witl serve as the 'civic stewards' for taking the findEngs, recommendations, <br />financial 'ask', policy changes, and overall strategic value proposition fram the analysis to <br />implemeniation phase. <br />PEDC staff must be administratively aligned in supporting the consuitant(s) as well as the Advisory <br />Team. The composition of the team should include private sector, civic, academic, workforce, <br />educaiion, and political leaders wifling to caliaborativeEy examine and align tirne, energy, reputations, <br />and resources around the Initiaiive Road Map and Plan. <br />Four meetings will be held with the Advisary Team - at the beginning of the project launch, twice during <br />the tasks completion to receive updates, and then prior to the conduct of the suggested Town Hall <br />meeting. The cansultant(s) suggest schecfuling of the Advisory Team sessions - twa hours in length per <br />meeting - with other activities such as interviews, forums, and on-site events so as to maximize <br />expenses and travei. A Chair or Co-Chairs should be camprised of the private sectar, civic minded <br />leadership first, with a potential education or workforce focused individual from the public sector. <br />Elected officials should be kept to a minimurrâ–º - noi to exclude the importance of their role but ta iimit <br />conflicts and open-meetings requirements of state and local officials. <br />We encourage the use of a web-based password protected site for the conduct af the project so as to <br />share data, reports, materials, scheduling, and contact information - and to ultimately serve as the <br />platform for a future'networking of netwar4cs'to promote the Initiative's implementation. <br />Finaily, the suggested Unique Value Proposition and its timing in the curreni environmeni for efficiency <br />of manufacturing, reduction of costs, and increased global competition may increase the likelihood that <br />the proposed scope of work could receive funding support from federal and/or state resaurces in this <br />planning and implementation phase.
