Paris and the Red River Region <br />Sustainable Manufacturinq Road Map & Initiative <br />Phase 1 Scope of Work Overview <br />Understanding budget constraints and the oppartunity to leverage outside funding support for the <br />overall strategy, we propose a two phased approach. i'hase 1 inciudes four major tasks. in ihe <br />description of each Task we have included specific outcomes or deliverabies for the task and speci#ic <br />actian steps. At ihe completion of Phase 1, PEDC and the Project Advisory 7eam will be delivered a <br />comprehensive Sustainable Manufacturing Road Map & Initiative for Paris and ihe Red River Region, <br />incfuding anafysis, assessment, and implementation of a rural innovation strategy for econamic <br />competitiveness. <br />Our full proposal includes a detailed description for a proposed Phase 2rfask 5: Assei Mapping of <br />Physical, Financial, and Human Capital To Meet Expeclations. Our team will work with PEDC during <br />Phase 1 io identify, pursue and secure commitments for funding for Phase 2, as well as leveraged <br />tunding to launch implementation oi the finaf recommendaiions and strategies delivered for !'hase 1. <br />Our goal is that key State agencies and commissions, and potential Federal funding partners, will have <br />committed iowards funding the initiative and the work of certain tasks in Phase 2. <br />Task i: Convening, Engaging and Facilitating - Qualitative and Anecdatai Fact-Gathering <br />OutpUt <br />. Supporting activities (see specitic action steps 1-5 below) that are often not captured in reports and <br />data collection. <br />. Testing of willingness to support a new agenda among and between key influencers. <br />. Sense of expectatians for near-term resulis from a road-map strategy. <br />. Recommendations for specific implementation plans. <br />Kev Action Steps <br />i. Conduct 50 interviews (by conference cali and where applicable in person) wi#h leading operational, <br />environmentai, energy, industrial design, engineering, logistics and transportation, and <br />manufacturing experts from around the U.S. to survey their perspectives on the current and future <br />susiainable manufacturing agenda, and how a ruial community such as Paris and the qed River <br />Region can be successful. <br />z. Conduct 75-100 remote, telephone-based interviews and/or online surveys with key stakeholders <br />and 'customer interesis' in Oklahoma, Arkansas, and Louisiana for a more robust market capacity <br />insight to the demands for sustainabfe manufacturing good, services, products, and results. <br />3, pefine marketing strategies for business attraetian AND the critical elements for an initiative that is <br />unique and impactfut for corporate partieipation. <br />4. Conduct a series of small lorums and focus groups in the Red River Region - and if necessary in <br />other locations (Dallas, Fori Worth, Tyler, Texarkana, and North Texas) - to gain support and <br />engagement for a pilot initiative. The intention of these small group forums is to identEfy and recruit a <br />long-term commitment of implementation "advocates" within the region and responsive ta the <br />PEDC's incubation oi the Sustainable Manufaciuring initiative. <br />5. Participate and suppori meetings with key leadership at ihe Texas Department of Agriculture and <br />Commissioner's Office, #he Texas Workforce Commfssion, the Governor's Office af Economic <br />t7evelopment, Texas State Technical Colfege, Texas Advanced Manufacturing Center, and with <br />designated contacts ai the Community College, Texas A&M System, and other higher education and <br />research entities.
