An underpinning of our tindings will be to identify a portfofio of actions and investments thai Paris and <br />the Red River Region can pu# in place over the next few years so that ii is creating a`leap-frog' <br />scenario as a state and naiional pilot and exempfar. <br />. Simply, if the Red River Region is only seeking to play 'catch-up' or at least maintenance with <br />competitor communities and locations, it wiil have lost the competitian. <br />. The Region must design and implement a strategy that is still viable and effective now as well as in <br />the toreseeable future. <br />Kev Action Steps <br />Whife mast benchmarking focuses on finding camparative states and regions on which to cantrast <br />practices and policies as well as results, we have found ihis to be ineffective since ihe race is more a <br />"marathon and not a sprini." We will: <br />i. identify what the marketplace is currently doing well, what limitations or weaknesses prevent greater <br />results, and where new initiatives or policies would remove barriers and exploit competitive <br />advantages for a Sustainable Manufacturing Initiative. <br />2. identify, docurr'ient and understand on what assets Paris and the larger Red River Region can <br />address ihe above assessment of indusiry needs and interests - and where the gaps limit the <br />response for launching and supporting a pilot initiative. <br />3. Examine the near- and long-term market size potential for Sustainable Manuiacturing - what is the <br />potential for Paris and the Red River Region to capture a certain percentage of the national markei <br />share in the sector and sub•sector over the course of a five-year road map and imp{ementation <br />plan? <br />4. Through our benchmarking and besi pract+ces, the Praject Advisory Team and t'EDC Staff will <br />understand whai it takes for a region to strategically design an implemen#ation plan for attracting, <br />recruiting, and growing a Sus#ainable Manufacturing Initiative and C{uster, including bath traditiQnal <br />and nan-traditionai tactics for marketing, promoting, and engaging state and national interests to <br />participaie in this unique scenario. <br />5. As part of this market-share anaiysis, we will work through the PEDG and its regional partners <br />(Sulphur Springs and Mt. Pleasant EDCs) in their pending arrangement with the Texas A&M <br />research team. We will agree ta share data, analysis, and other information that provides for a more <br />rabust impact and output of mutual interests for the success of the project. <br />6. We will examine states and regions adjacent to the Red River Region, as weii as efforts in Oregon, <br />Washington State, Caiifornia, Hawaii, Michigan, North Carolina, Virginia, Maine, Kansas, and North <br />Dakota. We wiil also conduct benchmarking and best practices - regardless of the state or location <br />- on the following elements along the sustainable manufacturing scenario for the Red River Region: <br />• Intellectual property acquisition in the absence of a research university <br />• Contract manufacturing, testing and evaluation <br />Facility design, construction and maintenance <br />• Capilai formation - seed> early stage, and prooi of concept for future test-beds <br />• LOgIStIGS, transportation, and delivery (airport, rail, road/surface, and digital) <br />• Environmental packaging, resources, and related `green technology' appfications <br />3 of 6 <br />39 <br />
