Paris and the Red River Region <br />Sustainable Manufacturinq Road Map & Initiative <br />During 7ask 2 aur methodology is iocused on: <br />• Identifying the Red River Regian's limitatians and/or the need to upgrads its 'infrasiructurs' io <br />meei market expectations, cluster development, and overail economic rebuilding. <br />Mapping local, regional, and multi-state assets to determine leverage of Paris' role as 1he hub <br />for a pilot project and {ong-term strategic plan around sustair►ahle manufacturing. <br />• Fiitering through specific examples of how other states, regions, institutions and organizatians <br />have created similar initiatives so that the PEDC is in the forefront of thought-leadership, <br />understanding of the emerging susta+nable manufacturing sector, and the design of a regional <br />eco-system far hosting the next generatian of tood, consumer goods and reiated manufacturing. <br />• Targeting companies, firms, organizations, and institutions that are possible recruitments #or <br />expansion or relacation to the Red River - including cantact names, product scope> business <br />aciivities, and reiated market intelligence. <br />Task 3: Policies, investmen#s, and Program Suppork: Recommendations tor Immediate, Near- <br />and Long-Term Actfans <br />OutpUt <br />. An executive summary document (PawerPoint) of findings and recommendatsons for presentation to <br />the key stakeholders, investors, sponsors, and other interested parties necessary far suppart and <br />advocacy. <br />. This task inciudes an "ask" of federal, state, corporate and philanthropic agencies, programs and <br />sponsors to support an innovation-based, sustainable manuiacturing pilot, test-bed agenda. <br />. We will produce a framework for cammunications ihrough web-based iaols that promote the <br />Sustainable Manufacturing Initiative by suggesting multipEe tracks on which to provide data, <br />information, on-gang thaught-leadership, engagement, and investment. <br />. We will identify and suggesi specific #actics for 7argets of Opportunity - corporate, industry, non-proiit <br />and governmental expansion and relocation to the Red River Region. <br />Key Action S#eQs <br />Severaf fundamental steps necessary to reach parity wiih competitors and a smaller mare focused <br />agenda to spark the `leap-frog` ahead of those same campetitors. Therefore, we will: <br />i. Form a Compefifive Scenario thal can be fully executed in a wave ai actions, a portfolio of <br />immediate versus near- and long-ierm requirements. <br />2. These recammendatians are not ail based on resource allacation, meaning the solution is not often <br />found solely through spending new monies. Yet, to be sure, the PEDC and the Red River Region <br />must make a purposeful dscision that "sustainable manufacturing" is ai the top of their iisi of <br />economic development strategies and musi make a commitmen# towards achieving results through <br />all means necessary. Thereiore, we are suggesting that ihe PEDC 'incubate'the Phase 1 aciivities <br />and #hat Phase 2 only begin with nan-PEDC grants, contracis, gifts and ather resources to complete <br />additional tasks AND ta launch the Sustainable Manufacturing Initiative. <br />3. Federal programs through competitive grants and contracts, including ihe remasning dollars from the <br />Recovery Aci, and future investments through key economic and workforce development agencies <br />must, and will be identitied as a source of co-partnership in the Region. Corporate and philanthrapic <br />investments are increasingly changing #he dynamics by facusing on immediate and near-term <br />results fior economic susiainability, envrronmental, and energy-related activitiss and pilot projects. <br />4ot6 <br />d 11 <br />
