<br />were held at Paris, Texas, by and before the Planning and Zoning Commission and the City
<br />Council of the City of Paris, Paris, Texas, at a joint session on the 18th day of February, 1999,
<br />~ at 6:00 o'clock p.m. in the Council Room, City Hall, Paris, Texas; and by and before the City
<br />Council of the City of Paris, Paris, Texas, in Special Session convened on the 22nd day of
<br />February, 1999, at 6:00 o'clock p.m., in tlie Council Room, City Hall, Paris, Texas, which dates
<br />are not more tlian forty (40) nor less than tweilty (20) days prior to the institution of annexation
<br />proceedings; and,
<br />WHEREAS, notice of sucli public hearings was publislied in a newspaper liaving general
<br />circulation in the City of Paris, Texas, and in the above described territory, on the 7th and 14th
<br />days of February, 1999, wliicli dates are not more than twenty (20) nor less than ten (10) days
<br />prior to the date of such public hearings; a►id,
<br />WHEREAS, the total corporate area of the City of Paris, Paris, Texas, on the first day
<br />of January 1999, was 23, 846.631 acres; and,
<br />WHEREAS, tlle population of the City of Paris, Paris, Texas, was in excess of 25,000
<br />and less than 50,000 inllabitants, as determined by the 1980 Census; and,
<br />WHEREAS, the above-described territory lies witliin the extraterritorial jurisdiction of
<br />the City of Paris, Paris, Texas; and,
<br />WHEREAS, the above-described territory lies adjacent to and adjoins tiie City of Paris,
<br />Paris, Texas; and,
<br />WHEREAS, tlie above-described territory contains 3,650.642 acres, more or less, which,
<br />when added to other property annexed in dle year 1999, is less than twenty percent (20 of the
<br />present acreage contained in the corporate limits of the City of Paris, Paris, Texas; and,
<br />WHEREAS, a service plan providing for the extension of municipal services to tlle above
<br />described territory should be approved; and,
<br />WHEREAS, the above-described property sliould be properly zoned as of the date of
<br />annexation; NOW, THEREFORE,
<br />BE IT ORDAINED BY THE C1TY COUNCIL OF TI-IE CITY OF PARIS:
<br />Section 1. The following described land and territory lying adjacent to and adjoining the
<br />City of Paris, Paris, Texas, is liereby added and annexed to the City of Paris, Paris, Texas, and
<br />said territory hereinafter described shall liereafter be included within the boundary limits of the
<br />City of Paris, Paris, Texas, and the present boundary limits of said City, at the various points
