Regular Meeting City Council <br />June 14, 2004 <br />Page 20 <br />were any attendance requirements. City Attorney Schenk explained that there <br />was not an attendance policy in place. Mayor Fendley indicated that Louis <br />Yates, Jr. had requested to not be reappointed and the City had sent a letter to <br />another member who was out of the country. Councilman Bell asked if the one <br />out of the country would be reappointed. Mayor Fendley said he was not up for <br />reappointment, he would have to resign. Councilman Bell was concerned that <br />the lack of attendance was creating ill will and was costing people money. <br />Councilman Bell made a motion to approve the appointments. It was seconded <br />by Councilwoman Fisher and carried 7 ayes, 0 nays. <br />Interim City Manager Townsend introduced Mark Spencer of MHS Planning <br />and Design of Tyler to discuss the report regarding the Downtown Pocket Park. <br />Mr. Spencer met with Lindsey Harper, Main Street Manager, and Lisa Wright, <br />Director of Community Development, to discuss possibilities for using the <br />vacant area at 120 and 124 S. Main. It was suggested that the area be flexible <br />so that it could be used for a variety of programs and events. Mr. Spencer said <br />their charge was to look into the possibilities of what this could be and the <br />projected costs of doing those things, considering all the structural <br />improvements that needed to be made. He called the Council's attention to a <br />handout by MHS Planning and Design and pointed out the eight (8) elevation <br />change west to south and a beam that runs through the middle. For base data, <br />he explained, they used the structural engineering report done four months <br />ago. They projected that two walls of water could come down and give water <br />noise. He said they suggested a lattice work to the south end, with an awning <br />that could be pulled back for shade. He said parts of the wall of the old building <br />could be utilized in the space. Improvements would include those things <br />already mentioned, as well as a sitting wall, landscaping, and other <br />improvements. He said the taller brick walls would have to be lowered. <br />Mr. Spencer called the Council's attention to the budget figures he passed out. <br />He indicated the figure for improvements was about $157,000.00 and did not <br />include the structural modifications which would be about $35,000.00-38,000, <br />
