Regular Meeting City Council <br />June 14, 2004 <br />Page 24 <br />because if someone used most of their time for sick leave, that wouldn't leave <br />them much vacation. <br />Next, Councilman Bell, said they should look at limiting accrued vacation, <br />because some people were not taking their vacation time and were accruing <br />enormous amounts of time. Councilwoman Wilkerson wonder if there was a <br />provision in the personnel policy that required an employee to take half their <br />vacation time, no matter what, since the purpose of a vacation was to increase <br />productivity by resting and getting away. Councilman Guest said the personnel <br />policy was adopted in 1982. <br />Councilman Guest said, currently, an employee accumulates 1 day of vacation <br />for each month of employment and there is no limit on how much can be <br />accumulated. He continued that if the employee has been with the city for ten <br />(10) years, they accumulate a day and on-half per month. He also said that the <br />employee may sell back 5 days of vacation time, if they have a least fifteen (15) <br />days accumulated, which is sold back at a rate of 75% of their pay. <br />Councilwoman Wilkerson wanted to know the maximum of vacation time that <br />could be accrued in a year. Finance Director Anderson said at one(1) day a <br />month, that would be twelve days a year in the first ten (10) years. He said, <br />although the employee begins to accumulate vacation time from day one, he <br />cannot take any vacation time until he has worked six (6) months, which would <br />mean at the end of six (6) months, that employee would have accumulated six <br />(6) days. <br />Finance Director Anderson said that during the first ten (10) years, the <br />employee accumulates 1 1/4 sick days per month, for a total of sixteen (16) <br />days per calendar year with a maximum of 135 days total that can be <br />accumulated. Mr. Anderson said this does not apply to Civil Service. <br />Councilman Wilson asked if any salaried employees have taken time off and <br />charged it to comp time.
