He explained that someone could take <br />off some time but not report it on their time sheet, and he would not be aware <br />of it. But, he stated, if they tried to report comp time on their time sheet, that <br />would not be allowed. City Attorney Schenk said when the issue of comp time <br />came up with the Council, the salaried employees agreed to have comp time <br />erased. City Attorney Schenk said the issue really was if the salaried employees <br />are spending excessive hours in a given week, should they be able to leave and <br />go somewhere for four (4) hours and not charge that to vacation. Interim City <br />Manager Townsend said they had drafted a policy that will address that issue, <br />which will be placed in the new personnel manual. <br />Councilman Wilson voiced his concern if anyone has taken say three (3) or five <br />(5) days off and not charged it to vacation. Mr. Anderson stated that all he <br />knows that no one has reported multiple days off as comp time, but what would <br />show up on the time sheet is nothing, that as far as he knew, it would be <br />considered regular time, because he wouldn't have any way of knowing any <br />different. Councilman Wilson suggested then that it was an honor system. Mr. <br />Anderson concurred. Councilwoman Wilson said then there is no process in <br />place for that, there is no accountability. Interim City Manager said hourly <br />employees do accrue comp time and that is tracked, but for department heads <br />there is no process. He indicated the new personnel policy was addressing this. <br />Councilman Wilson asked if the hourly employees used time sheets, time clock <br />or what to track their time. Finance Director Anderson said it is tracked on time <br />sheets by department. He indicated this used to be done on paper until recently. <br />They now have a computer program which tracks it and submits it <br />electronically. He indicated there was still a paper time sheet that the <br />department head signs to say he has reviewed it and the employee initials to say <br />it is correct. Mayor Fendley asked could you pay hourly employees and not <br />allow comp time. Mr. Anderson said there could be a no comp time policy <br />allowed, but then for every hour over the forty hours, that would have to be <br />time and one-half.
