Mr. Anderson <br />said that was controlled by the supervisor. <br />Councilwoman Wilkerson asked what the average employee has accrued as of <br />this day because of the lack of management of the policy of accruaL Mr. <br />Anderson said he did not know. Councilman Wilson asked if that was provided <br />for in the City's liability. Mr. Anderson said the City has to make a calculation <br />at the end of the year what the estimated liability is based on the policy as it is <br />written, which shows up in the audit report. <br />Councilman Wilson asked if the sell-back didn't cost the City more than <br />$220,000 last year. Mr. Anderson said that the sell-back cost the City more <br />than normal because of all the discussion about eliminating sell back, which <br />caused everybody to panic and sell back as much as they could. Councilman <br />Wilson asked if that back was done by the exempt employees. Mr. Anderson <br />said all employees are eligible to sell back, except Civil Service employees, <br />who are under a different rule. <br />Councilwoman Wilkerson asked if anyone ever thought about how much this <br />out-dated policy costs this City. Mr. Anderson stated that the policy has limits <br />as to what the City's liability is. He explained that if an employee left <br />employment and has been employed with the City ten years or less, he can get <br />paid a lump sum for twenty days vacation. He continued that if he had been <br />employed long than ten years, he could get paid for thirty days. He noted that <br />if someone leaves the employment of the City with sick leave, they don't get <br />paid for any of it, other than those in Civil Service. <br />Councilman Wilson asked if someone had a hundred days of vacation and they <br />retired, quit or whatever, could they just take off those one hundred (100) days <br />in a row. Mr. Anderson explained that would have to be okayed by the <br />department head and in the case of a department head, that would have to be <br />okayed by the City Manager.
