Option 21nluded taking the 2001
proposed salary structure, gather additional data to update the salary survey
comparisons, and make a recommendation for implementation with an
estimated cost of $15,390.00.
Councilman Guest asked if all of this factored in cost of living. Mr. Hartung
said it did not, that actual salary data was compared to actual salary data.
Councilman Poston wanted to know how the cities were picked out for the
survey. Mr.
Hartung stated that, although he wasn't involved in that, it is usually done in
cooperation with the city staff and possibly with the city council.
The Council discussed the particulars ofthe survey with Mr. Hartung and asked
for clarification on some points. Mr. Hartung said the market is assumed to
equal 100% which is the average of the cities compared, then Paris was
compared to that.
Mayor Fendley asked how much time it would take to gather the information
as budget time was near. Mr. Hartung felt like it would take 30 to 45 days.
Councilman Bell wondered if there was time to do this, would the budget allow
for this. Mayor Fendley said that would be done the last 60 to 90 days.
Councilwoman Wilkerson asked if the city was using this, and if not, why.
Mayor Fendley indicated that they were not because it would have cost too
much. Gene Anderson, Finance Director, said along with the included benefits,
this would have added up to about $525,000.
Mayor Fendley called for consideration of an action on a resolution approving
a professional service contract for updating the City of Paris Salary Survey by
Waters Consulting Group.
