October 14, 2002 <br />Page 5 of 35 <br />Mr. Brown: Anybody else? Show of hands. Brad Archer is chosen unanimously. <br />Mr. Malone: Mr. Chairman the next item on the agenda that relates to the Building and Standards <br />Commission would be discussion, consideration of and action on establishing regular <br />meeting dates for the Building and Standards Commission. I believe that this <br />Commission is designed to meet at least monthly. Is that correct? <br />Mr. Haynes: Right. <br />Mr. Malone: Meets monthly. We will be talking a little more about the ordinances that <br />established this commission and the types of things this commission will be doing. <br />One of the things that will be coming before the commission would be Code <br />Inspectors will be presenting you information about dilapidated buildings that we <br />wish to remove. And we are not budgeting overtime so we would suggest that <br />hopefully, this is going to be quite a legal type of experience. When we take action <br />against property like that it is a very serious matter. And so we will be bringing <br />photographs and other information. We will be sending out notices and having <br />public hearings and things of that nature. So our suggestion would be to have the <br />meeting sometime in the afternoon if at all possible. Now that is not to say that we <br />can't have meetings at night, but it is going to cause the City some problem with our <br />overtime to do that because we have not budgeted any additional money for overtime <br />or for mailings or any of that type of thing. We have a very tight budget this year. <br />But we recognize that all of you are serving voluntarily and that it is certainly a <br />monthly meeting or from time to time additional meetings would be an additional <br />imposition on you and it might be due to your jobs and careers that it might be <br />appropriate to meet in the evenings. <br />Chad Brown: How much time do you anticipate for a meeting to take? <br />Mr. Malone: I guess that would depend on how much information is on the agenda. How many <br />houses that we would be dealing with or other matters and of course having public <br />heaxings. As Chairman you would conduct the meeting and put the limitations on <br />the folks as far as how long they can speak. I would anticipate that the information <br />that the staff presents would be in the form of pictures and narratives and they would <br />be there to answer questions. You would have that ahead of time and you would be <br />able to go and look at properties ahead of time. So I think the important thing when <br />you have hearings have some public input but that can be anywhere from 2 to 5 <br />minutes or whatever you think is appropriate in a particular instance depending on <br />the scope of the property. <br />Mr. Schenk: I say that you had better plan on two hours per meeting, at least. <br />Chad Brown: Okay. <br />
