<br />Planning and Zoning Meeting <br />August 3, 2004 <br />Page 11 <br /> <br />The following lots are east of South Church Street and shall e included <br />in the area: City Block 181, Lots 1, 2, 3, 5, 6 and 9; City lock 140, <br />Lots 1,2,3, 4, 4A, 5, 7, 8, 9, 10, 11, 12, 13, 14 and 15; City lock 159, <br />Lots 1,2,3,4,7,8,9,10,11,12,15, 15B, 16, 17 and 18A. <br /> <br /> <br />The following lots are north of Hearne Avenue and shall b excluded <br />from the area: City Block 157, Lots 18, 19,20 and 21; City lock 158- <br />A, Lot 3. <br /> <br />Benny Plata asked Arvin Starrett ifhe were to own a house nd wanted <br />to change the color of the trim and went through the commis ion, could <br />the commission stop him from changing the trim. <br />Mr. Starrett stated that the Ordinance states that if you re aint your <br />house or reroof your house or do repairs to your house an keep it in <br />the condition that it is currently in, the commission has no hing to do <br />with that. A certificate of appropriateness would be requir d and that' <br />is issued out of the historic preservation office. Only in th event of a <br />change in color or materials does it come across to the co mission to <br />help in that decision. If it involves less than 25% of the vis al area of <br />the house then it can still be issued from City Hall ithout the <br />commission making the decision. In one instance, there w re certain <br />colors that were approved but the commission let the prop rty owner <br />know that they did not think that it was the most appropr ate for the <br />building that they were about to paint. They got their ap roval and <br />went and painted it their colors. The next meeting they w re back at <br />the commission saying we want to apply again, help us with ur colors. <br />The commission have looked at 33 applications and only has been <br />denied, it is in litigation. Ms. Starrett stated that what the do is put <br />people in contact with contractors or materials that actuall save them <br />money in the long run. Mr. Starrett stated that there are gr nt monies <br />that are available for historic properties that have loc I historic <br />designations. State and national designations do not trigge those <br />
