<br />Planning and Zoning Meeting <br />August 3, 2004 <br />Page 13 <br /> <br />9. <br /> <br />Public hearing to consider the petition of the Historic P eservation <br />Commission for a changê in zoning to intludê a Risto it Ovêrlay <br />District No.4 (HD) on Part of Lot 12, City Block 52, bein located at <br />714 Graham Street. <br /> <br />The public hearing was declared open. <br /> <br />Mr. Starrett stated that the property is owned by a property owner who <br />has left the city and the city cannot find the person. The roperty is <br />being vandalized. <br /> <br />Chairman Hayter asked how this stand alone designation ould work. <br /> <br />Mr. Starrett stated that the significance that the local design tion would <br />give to that stand alone property is the same to any of t e districts. <br />Future owners of that property would have access to funds for <br />restoration, etc. It also would be sure that we save the st ucture for <br />generations to come. If we lose it, it is gone, it is one of and. <br /> <br />Chairman Hayter asked if this and the following structure savable. <br /> <br /> <br />Mr. Starrett answered, yes. The commission reviews a list 0 properties <br />that comes from the Building and Standards Commission. inety-five <br />percent, the commission says to take them out because t ey are not <br />savable but the properties that are savable, this Commissi n wants to <br />look after. <br /> <br />Mr. Kent asked if the property came up for sale, wo ld it be a <br />hindrance. <br /> <br />Mr. Starrett stated that it would be an aid in finalizing th sale. The <br />property would be worth more to the buyer. Mr. Starrett stated that <br />historic designations increase property values. <br />
