Main Street Manager. This Historic Preservation Officer advised the <br />Commission this was solely to remove the chain link fence. Motion to <br />approve the Certificate of Appropriateness was made by Sue Lancaster, <br />seconded by Becki Norment. Motion carried 5-0. <br />3. Discussion of and possible action regarding the following structures <br />considered by code inspectors to be in violation of Article lll of Chapter 7 of <br />the Code of Ordinances of the City of Paris, Paris, Texas, entitled <br />"Substandard and Dangerous Buildings and Structures," to determine <br />whethersuch buildings orstructures can be rehabilitated and designated on <br />the National Register of Historic Places, as a recorded Texas Historic <br />Landmark, or as historic property as designated by the City Council of the <br />City of Paris: <br />A. 610 W. Austin. Motion to remove this item from the table was made by <br />Paul Denney, seconded by Sue Lancaster. Motion carried 5-0. <br />Commissioner Denney advised the Commission that he thought this <br />structure was historically significant but could be rehabilitated. He <br />made a motion to forward this structure to the Building and Standards <br />Commission, seconded by Brian Wear. Motion carried 5-0. <br />4. Consideration of and possible action on recommending revisions to the <br />Historic Preservation Ordinance to provide for tax abatement incentives for <br />improvements to historic properties. The Historic Preservation Officer <br />presented the Greenville ordinance to the Commission and stated that this <br />was, in her opinion, a good example of the type of ordinance that might be <br />effective in Paris and would make a good starting point for the Commission <br />to work from. The Commission recommended the reduction of the minimum <br />investment from $25,000 to $5,000 for an abatement amount of 100% for a <br />maximum of l years. Motion to approve those changes and forward the <br />ordinance to the City Council was made by Becki Norment, seconded by Brian <br />Wear. Motion carried 5-0. <br />5. Receipt of report from the Historic Preservation Officer. The HPO reported <br />that (1) ArchiTexas would be coming to Paris to speak at the next meeting, <br />and (2) the Nichols lease at the Airport was still in the negotiation stage. <br />6. Request items from Board for future agendas. The Commission requested <br />that the HPO request that Main Street not remove granite curbs during the <br />StreetScape Project, that the City start filing historic district ordinances with <br />the County Clerk, that we try to find a way to do something about trash being <br />set out on the curbs for pickup in the downtown area. There were no items <br />for future agendas. <br />
