ORDINANCE NO. 2004-029 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, <br />PARIS, TEXAS, GRANTING DENNIS NELMS, DBA CITY CAB <br />COMPANY, A FRANCHISE TO USE THE PUBLIC STREETS, ALLEYS <br />AND HIGHWAYS OF THE CITY OF PARIS FOR THE PURPOSE OF <br />TRANSPORTING PASSENGERS FOR HIRE IN MOTOR VEHICLES FOR <br />A PERIOD OF THREE (3) YEARS, BEGINNING AUGUST 10, 2004 AND <br />ENDING AUGUST 9, 2007, UPON THE TERMS AND CONDITIONS <br />HEREINAFTER PRESCRIBED; PROVIDING FOR THE REGULATION OF <br />SAID BUSINESS; PROVIDING FOR THE PAYMENT OF A TAX FOR <br />SUCH PRIVILEGE AND USE OF SUCH STREETS, ALLEYS AND <br />HIGHWAYS; PROVIDING FOR THE TERMINATIONS OF SUCH GRANT <br />UPON SPECIFIED CONDITIONS; PROVIDING FOR TAXICAB STANDS <br />FOR USE OF SAID GRANTEE; PROVIDING FOR PUBLIC LIABILITY <br />INSURANCE ON THE MOTOR VEHICLES AND EQUIPMENT OF SAID <br />GRANTEE; PROVIDING FOR THE SUPERVISION OF SAID BUSINESS <br />AND INSPECTION OF ITS VEHICULAR EQUIPMENT BY THE <br />OFFICIALS OF SAID CITY OF PARIS, WAS PRESENTED. <br />A motion was made by Councilman Bell and seconded by Councilman Guest <br />for approval of the ordinance. Councilman Wilson asked who inspected the <br />cabs. City Attorney Schenk said he did not know but the Council had the <br />authority to inspect, if they so desired. He said they are required to file <br />insurance certificates with the City Clerk. Councilwoman Wilkerson asked if <br />this cab company hasn't sold. City Attorney Schenk said it has and there is an <br />item on this agenda later on to transfer this Cab Company to the new owner. <br />The motion carried 7 ayes, 0 nays. <br />David Thompson of 954 E. Polk came forward and asked what was holding <br />him back from doing business. He said he had been going through proper <br />channels and patiently waiting. Councilman Guest said he probably didn't hear <br />when his ordinance was being discussed. Councilman Guest questioned the <br />need for three cab companies. Mr. Thompson replied that competition is good <br />for business. <br />
