Regular Council Meeting <br />November 14, 2011 <br />Page 3 <br />A Motion to move items 16 and ] 7 forward was made by Council Member Wright. <br />Motion failed for lack of a second. <br />A Motion to move items 17 and 16 farward was made by Council Member Pickle and <br />seconded by Council Member McCarthy. Motion carried, 7 ayes - 0 nays. <br />17. Deliberate and act on RESOLUTION NO. 2011-084: A RESOLUTION OF THE CITY <br />COUNCIL OF THE C1TY OF PARIS, TEXAS, APPOINTING A MEMBER TO THE <br />PARIS-LAMAR COUNTY BOARD OF HEALTH; MAKING OTHER FINDINGS <br />AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN <br />EFFECTIVE DATE. <br />A Motion to remove this item from the table was made by Council Member McGarthy <br />and seconded by Council Member Pickle. Motion carried, 7 ayes - 0 nays. <br />A Motion to appoint Bill Strathern to the Board was made by Council Member McCarthy <br />and seconded by Council Member Pickle. Motion carried, 7 ayes - 0 nays. <br />16. Deliberate and provide direction to the City Manager to define the City's association with <br />the Health Department. <br />Gene Anderson said the reason that the City was proposing a legal separation from the <br />Health Department was because the City had been drawn into a couple of lawsuits over activities <br />at the Health Department. He said the City wasn't trying to close or penalize the Health <br />Department. Mr. Anderson said if the separation occurs that TML quoted an insurance increase <br />of $10,300 if the Board chose to cover the full amount of the cost. Mr. Anderson said there was <br />concern about retiree health insurance coverage from the time of retirement until the employee <br />reaches the age of 65, but that the Board could adopt a policy to mirror the policy adopted by the <br />City. He also said with regard to the bookkeeping issue, a local accounting firm could provide <br />that service and the cost of services would be $10,200 and an outside audit would cost $10,000. <br />Mr. Anderson stated that based upon information he received at the Health Deparhnent Board <br />meeting, the total increased cost would be $30,515.00, half of which would be paid for by the <br />County and half by the City. He said the City was not against the Health Department and was <br />coinmitted to continue to help fund the Health Department. Mr. Anderson said that the <br />necessary legal separation could be accomplished without endangering the continued operation <br />of the Health Department or adversely affecting the current employees. Mr. Anderson said if the <br />City treats the employees like City employees then the Court considers them as City employees. <br />Mr. Anderson stressed that the employees would not lose their jobs or their post retirement <br />benefits, if the Board adopts a policy. He said the Board could laok for a retirement plan much <br />like that in the private sector for a future retirement plan for employees. <br />Mayor Hashmi asked if there were other comments. Dr. Kraft said the employees felt <br />like their benefits were one of the reasons they worked at the Health Department. He also said <br />that the County had volunteered to start doing the bookkeeping, but would expect to get paid a <br />I , - 4 <br />
