<br />H 0 USIN G AUTHORITY OF THE CITY OF PARIS <br />BOARD OF COMMISSIONERS MEE TIN G <br />100 GEORGE WRIGHT HOMES <br />August 17, 2004 <br />12 :30 p.m. <br /> <br />Chainnan Jeff Hoog called the meeting to order as 12:42 p.m. with the following board <br />members present: Lillian Brooks, MYrick Browning, Kathleen Edge and Mary Ruth <br />Hughes from the Resident Council. Also attending was Executive Director Denny Head, <br />Assistant Director Sally Gibson, and Legal Council T .K. Haynes. <br /> <br />Chairman Jeff Hoog asked for a motion to accept the minutes from the July 21,2004 <br />Board of Commissioners meeting. Motion was made by Kathleen Edge and seconded by <br />Lil1ian Brooks. Motion was unanimous 4-0. (MYrick Browning was not at the meeting for <br />this vote). <br /> <br />Denny Head presented the Executive Director's report. Denny infonned the board that <br />there are changes and a reduction in the Section 8 2005 budget. The 2005 budget will be <br />approximately $30,000.00 short due to funding by HUD. <br /> <br />Denny R. Head explained to the board that the Paris Housing Authority has received its <br />first downfall from the REAC inspection. The REAC downfall was due to changes in <br />protocol on the elec_tric meters. Denny explained that he is requesting a second inspection <br />due to several factors. First, the inspector did not use the PIC system to obtain apartment <br />building numbers, so there is no way to know which apartment they indicated as having <br />problems. Second, the housing representative that accompanied the inspector was not <br />allowed to comment nor was he pennitted to ask any questions. <br />This is a violation of the procedure. <br /> <br />Resolution 2004-035- Approval to accept the (PHAS) report for submission to BUD <br />Denny Head explained the Public Housing Assessment System (PHAS) report to the <br />Board. Each component of the assessment is worth 20 points, and there are 5 <br />components. Management is made up of a number of units occupied during the year, how <br />long it took for (downtime) this is the days from when a unit was emptied and assigned to <br />Maintenance1. The (make-ready) is how long it took for Maintenance to do repairs, and <br />get the unit ready to occupy. The (lease-up) days, this is how long it took to make the <br />offer and get someone moved in. These figures are counted as vacancy days. <br />Maintenance is comprised of how many work orders were processed during the year and <br />how many days it took to complete each work order. They are also graded on emergency <br />work orders, which require completion or abatement within 24 hours. <br />The unit inspections are graded on how many units met the UPCS standards, and how <br />many units needed repairs, as a result of the inspection process. The same standards are <br />used for each building. <br />
