. .

~ of Paris

Study of Lake Crook

March, 2001
I

5.0 RECOMMENDATIONS. '.
5.0.1 Summary of Findings. The facts as we interpret them are these:

-

'0

The estimated cost of development of single family homes on the north shore
does 110t appear to render sllch development practical at this time withollt local
government subsidy or possibly variances from subdivision codes.

0

fVere the cost of development and subsequently the price of lots found to be
affordable, the financial benefits to the city would be enormous over the next
nventy years assuming a tremendously successful marketing effort andflll/ build
out of the development,

0

The costs of Hdoing nothing" u'hi/e seemingly benign are actually enormolls and
gro}/Ìng given the time-vallie of money,

0

There appear to be insurmountable legal, political and logistical obstacles, in
our opinion, to 'giving away' the land.

0

The development of a formally developed park setting for the entire properly,
while initially affordable to construct, would place all incredible burden on staff
to maintain such a park.

0

Dredging of Lake Crook is far too expensive to be cost effective 1l0W.

5.0.3 Recommendations. Because of these fmdings, we propose the following recommendations
for the development of Lake Crook,

2.

3.

1.

Lake Crook should be developed as a mixed use eventually but in the near future (five
to seven years) should remain as park land and open space. Land considered for
development should only include the north shore between the dam and Caviness
Road.

The city, should pursue matching grants through the Texas Parks and Wildlife
Department to construct formal park improvements such as tables, fishing piers, and
campgrounds; set aside land as dedicated open space and habitat park land; and
preserve wetlands; on the south and part of the west shore.

The city should endeavor to improve access to the south shore park by fITst upgrading
Lake Crook Road and then other city roads and encourage Lamar County to improve
or cooperate in improving nearby county roads. NW 19th Street should eventually be
opened into the completed park but gated overnight.
