Regular Council Meeting <br />January 9, 2012 <br />Page 3 <br />LAMAR COUNTY, TEXAS IN RESPONSE TO A PETITION FOR <br />DISANNEXATION FILED BY PRC}PERTY OWNERS BOB AND MARTHA <br />CROCKETT; MAKING A FINDING WITH REGARD TO THE VALUE OF CITY <br />SERVICES PROVIDED TO THE AREA COMPARED TO PROPERTY TAXES PAID <br />BY THE AFORESAID DISANNEXED LANDOWNERS; IVIAKING OTHER <br />FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A <br />REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE; AND <br />DECLARING AN EFFECTIVE DATE. <br />Mayar Hashmi said that Council Member Grossnickle had asked to be recused during <br />consideration of this item. A Motion to recuse Council Member Grossnickle was made by <br />Council Member McCarthy and seconded by Council Member Frierson. Motion carried, 7 ayes <br />- 0 nays. Council Member Grossnickle left the room. <br />Shawn Napier stated that at the November 14`h meeting City Council directed staff to <br />move forward with the request for disannexation filed by Bob and Martha Crockett. Mr. Napier <br />said the first public hearing was conducted December 5, 2011 and the second public hearing was <br />conducted December 12, 2011. <br />A Motion to approve the disannexation was made by Council Member Frierson and <br />seconded by Council M:ember Wright. Motion carried, 6 ayes - 0 nays. <br />A Motion to return Council Member Grossnickle to the meeting was made by Council <br />Member Frierson and seconded by Council Member Avila. Motion carried, 6 ayes - 0 nays. <br />Council Member Grossnickle returned to the room. <br />12. Deliberate and provide direction to Staff on improvements to the Trail de Paris and the <br />Sports Complex parking lot. <br />Public Works Director Ron Sullivan said that during the budget process the City Council <br />Staff recommended that $500,000 be budgeted for improvements to the Trail de Paris and the <br />parking lot for the Sports Complex. Mr. Sullivan also said the Council authorized the funds, but <br />opted to wait until later in the budget year to determine how to best utilize the funds. <br />City Council discussed shifting of the soil underneath the trail, repair of the trail, <br />additional infrastructure in the City, ihe Sports Complex parking 1ot, the Civic Center parking <br />lot, borrowing advice from TxDOT regarding soil stabilization for the trail, and a geological <br />survey of the ground where cracking was occurring on the Trail. Mr. Sullivan recommended that <br />the City retain the services of a design firm to develop plans and specifications for addressing the <br />rehabilitation of the trail including the section from the Loop to the east city limits. He also <br />recommended hiring a design firm, to at a minimum, address the ADA issues at the Sports <br />Complex parking lot if Council did not want to address the entire parking lot. 1VIr. Napier said <br />that an outside engineering firm was needed because the City did not have the staffing to do this <br />type of job. Mr. Sullivan said once the consultant looked at the parking lot and advised them as <br />what needed to be done, his department would be able to rebuild the parking lot.
