Regular Council Meeting <br />lanuary 9, 2012 <br />Page 4 <br />made about the possibility of spending funds from the Collegiate Drive Project and Mr. <br />Anderson said he would contact the bond attorney to obtain an answer. <br />A Motion to move forward with Mr. Sullivan's recommendation was made by Council <br />Member McCarthy and seconded by Council Member Pickle. Motion carried, 5 ayes - 2 nays, <br />with Mayor Hashmi and Council Member Wright casting the dissenting votes. <br />13. First reading, deliberate and possibly act on AN ORDINANCE OF THE C1TY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING ARTICLE I OF <br />CHAPTER TWO OF THE CODE OF ORDINANCES OF THE CITY OF PARIS, <br />TEXAS, BY AMENDING SECTION 2-1, RULES OF ORDER FOR CITY COUNCIL <br />MEETINGS; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE <br />SUBJECT; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A <br />SAVINGS CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />City Attorney Kent McIlyar said he brought this item forward because at a recent meeting <br />City Council indicated they desired to conduct City Council meetings in a more cordial and <br />informal fashion. <br />Following a brief discussion, Council asked that the following changes be made: Rule 1- <br />add language to provide a designated council member to preside over the ineeting in the absence <br />of both the mayor and mayar pro-tem; Rule 12 - allow for re-open of discussion after a motion <br />and second; Rule 14 - record the names of those voting against an item as the City Clerk <br />currently records in the minutes; and Rule 20 - allow any council member to consult with the <br />City Attorney on procedural questions not covered by the rules. <br />This item will be brought back for a second reading and action at the January 23rd City <br />Council meeting. <br />14. Deliberate and act on RESOLUTION NO. 2012-001: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS; IN SUPPORT OF THE CHISUM ISD <br />PROJECT "TOGETHER WE CAN"; MAKING OTHER FINDINGS AND <br />PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE <br />DATE. <br />Chief Hundley explained this program came from a think tank discussion with students at <br />Chisum schools. He said it involved action by students, teachers, law enforcement, schools and <br />churches in order to make a safe environment for area youth. <br />A Motion to approve this item was made by Council Member Pickle and seconded by <br />Council Member Avila. Motion carried, 7 ayes - 0 nays. <br />15. Deliberate and act on RESOLUTION NO. 2012-002: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, AFFIRMING THAT THE CITY OF <br />PARIS HAS COMPLIED WITH THE REQUIREMENTS OF THE PUBLIC FUNDS <br />~ <br />
