Regular Council Meeting <br />January 9, 2012 <br />Page 5 <br />INVESTMENT ACT; AMENDING THE CITY'S 1NVESTMENT POLICY; MAKING <br />OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND <br />PROVIDING AN EFFECTNE DATE. <br />Gene Anderson informed City Council that the Public Funds Investment Act required <br />every city to adopt an investment policy. Mr. Anderson said once adopted, the City Council was <br />required to annually review the policy and readopt the policy even if there were no changes. <br />A Motion to approve this item was made by Council Member Grossnickle and seconded <br />by Council Member McCarthy. Motion carried, 7 ayes - 0 nays. <br />16. Deliberate and act on RESOLUTION NO. 2012-003: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING THE GROUNDS <br />SUBLEASE AGREEMENT BETWEEN THE RED RIVER VALLEY FAIR <br />ASSOCIATION AND THE PARIS NOON FOUNDERS LIONS CLUB OF PARIS, <br />LAMAR COUNTY, TEXAS; MAKING OTHER FINDINGS AND PROVISIONS <br />RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. <br />Gene Anderson said this proposed lease replaces a recently expired lease. Mr. Anderson <br />also said that the Paris Noon Founders Lions Club had been operating a hamburger concession <br />stand during the annual county fair for many years and had been a responsible vendor. <br />A Motion to approve this item was made by Council Member Pickle and seconded by <br />Council Member Avila. Motion carried, 7 ayes - 0 nays. <br />17. Deliberate and act on RESOLUTION NO. 2012-004: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING AND AUTHORIZING <br />AN INTERLOCAL AGREEMENT FOR E9-1-1 SERVICE AND PSAP EQUIPMENT <br />BETWEEN THE CITY OF PARIS AND ARK-TEX COUNCIL OF GOVERNMENTS; <br />MAKING (JTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; <br />AND DECLARING AN EFFECTIVE DATE. <br />Chief Hundley said the Paris Police Department had been the Public Safety Answering <br />Point (PSAP) since the inception of 9-1-1 service for Paris and Lamar County. Chief Hundley <br />explained that every two years the interlocal agreement between the Ark-Tex Council of <br />Governinents had been executed to continue this service, and that the COG was the administrator <br />for E9-1-1 Service for the region. <br />A Motion to approve this item was made by Council Member Frierson and seconded by <br />Council Member Wright. Nlotion carried, 7 ayes - 0 nays. <br />18. Deliberate and provide direction to Staff for the City of Paris General Election 2012 date. <br />City Clerk Janice Ellis said after discussing this issue for several months with other city <br />officials, local school districts and the county elections administrator, her recommendation was <br />~ _ <br />
