had done that. He said the lights were not original to the building style and <br />thus not appropriate to the age of the building. However, if the lights were for <br />sale, then he would have no problem with them being placed there to display. <br />The Historic Preservation Officer asked for clarification of whether the <br />Pendletons would need to file for a COA in the event the lights sold and they <br />wished to place other lights outside the building, and Chairman Starrett stated <br />they would. Paul Denney told Mr. Pendleton that he always contact the <br />Historic Preservation Officer in the event the found something else. <br />Motion to approve the COA with the conditions that the lights be for sale and <br />that no electricity be run to them was made by Ann Rodgers, seconded by Sue <br />Lancaster. Motion carried 5-0. <br />4. The HPO handed out <br />Receipt of report from the Historic Preservation Officer. <br />a draft of the Design Guidelines for the Commissioners to review for the next <br />meeting. Chairman Starrett asked the Commission to review in relation to the <br />last draft received and make comments. He said he would like to have them <br />approved by Council soon so that the Guidelines could be effective March 1. <br />Becki Norment arrived. <br />The HPO advised the Commission that plans were underway on the <br />Courthouse rededication and that the Commission had been asked to be <br />heavily involved. Chairman Starrett stated that he had been in contact with <br />Celebrate America and that they’ve agreed to a theme parade - “Celebrate Our <br />Heritage.” Brian Wear told the Commission that he had met with the project <br />manager and he was not sure that it would be completed in time, and <br />Chairman Starrett advised that the architects had originally planned for a May <br />completion, so that might be what the project manager was referring to. <br />The HPO handed out the attached bi-monthly report. <br />5. Paul Denney asked the HPO <br />Request items from Board for future agendas. <br />to mail letters to sign companies in an attempt to head off inappropriate signs <br />in the historic districts. Becki Norment asked the business owners be <br />included in the mailing. Chairman Starrett asked to place approval of the <br />Design Guidelines on the next agenda. Sue Lancaster asked the HPO to <br />check with the City Manager on the status of trucks on Church Street and <br />burned out lights on Bonham. The HPO advised the Commission that the <br />Planning and Zoning Commission would be undertaking possible changes to <br />the Comprehensive Plan, and she anticipated that the downtown district might <br />be affected. Becki Norment stated she would like someone from this <br />Commission to take part in that process. <br /> <br />
